- Notice of Intent to Sole Source The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis with Kforce Government Solutions, Inc. (KGS), 2677 Prosperity Avenue - Suite 100 Fairfax, VA 22031, as the only responsible source that can perform preventative and corrective maintenance services and perform services under an extended warranty plan for one (1) TraumaFX training manikin (upper and lower unit) onboard the USNS COMFORT (T AH 20). This acquisition is being conducted in accordance with FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of providing supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. KGS is the only manufacturer of the (highly specialized) TraumaFX training simulator product line. In addition, they are the only reseller of their proprietary parts and services. Work performed on equipment manufactured by KGS shall be completed by an authorized KGS repair technician(s). Only KGS Original Equipment Manufacturer (OEM) parts and OEM certified technicians are authorized to perform services on equipment manufactured by KGS. No other source is capable of providing KGS parts or KGS certified technicians. There are no set-aside restrictions for this requirement. This Notice of Intent (NOI) is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Closing date for the submission of capability statements is no later than 4:00 PM ET on 01 September 2017. No phone calls will be accepted.
