- Seeking Sources to Provide Mobile Chemical Laboratory Platform This is a Sources Sought Notice (SSN). This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this sources sought. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this sources sought. This SSN solicits vendors' information that fully explains their capability to provide the government with a mobile chemical laboratory platform. NSWC IHEODTD plans to develop a capability to perform synthesis at explosive ranges and requires a trailer in which to safely perform the synthesis operations. The government is trying to identify if a single source for such procurement exists or if a multiple award structure will be required to meet this need. It is anticipated that at a minimum the mobile chemical laboratory shall need to meet the following requirements: Mobile Chemical Laboratory Housing The mobile chemical laboratory shall be contained within a trailer. The trailer shall have a minimum of two personnel doors with locks toward the front and rear to allow for emergency egress (may be same or different sides). The trailer shall not have windows. The trailer shall be equipped with heating and air conditioning to ensure comfortable working conditions of 20-25°C (68-77°F), given the range of external temperatures -1-32° C (30-90°F). The trailer shall have humidifier. The trailer shall have at least two screened vents in the roof. The electrical system of the trailer shall be rated for use in a NFPA Class I explosive environment. The external power cord to connect the trailer to shore power shall be a minimum of 10 feet longer than the length of the trailer. The external power cord at a minimum should be rated for 240V/30A. The electrical system and body of the trailer shall be designed such that it can be grounded at each end by 8ft. metal rods. The mobile chemical laboratory trailer shall be of weight and design that it may be safely towed on U.S. roads and not require a CDL to transport. The mobile chemical laboratory trailer shall connect to the tow vehicle by ball hitch or similar with leveling bars, and trailer lights. Mobile Chemical Laboratory Contents The mobile chemical laboratory shall have storage cabinets capable of allowing the contents to be secure when the trailer is in motion. Countertops shall be made of chemically inert materials. The chemical laboratory shall have (2 or more) chemical storage cabinets for corrosive and flammables. The chemical laboratory shall have a small explosive rated refrigerator. The mobile chemical laboratory shall have a chemical fume hood with either external ventilation or filters capable of remove noxious gases and vapors. Preference would be given to a chemical fume hood with blast protection. The mobile chemical laboratory shall contain standard chemistry laboratory safety materials, to include at a minimum eye wash station, safety shower, and fire extinguishers. The laboratory flooring shall be of a non-absorbent material to allow easy clean-up of spills. The laboratory flooring shall have conductive mats to reduce the chance of electrostatic build up for its occupants. The conductive mats grounding shall be separate from the trailer electrical system ground. Vendors should provide the following information: Technical Summary Guidance: •1. Trailer housing specifications •2. Trailer contents description to be included •3. Recommended additional requirements/contents for safe operator or to allow design and build •4. Estimated cost •5. Estimated delivery time All interested sources shall respond by providing capability statements outlining technical specifications and a technical summary of five or fewer pages. In addition, the capability statement shall include the organization's name, address, point of contact, phone number, fax number, e-mail address, related webpage(s) URL, business size, taxpayer identification number, DUNS number, and CAGE Code.
