W912P517R0004 Plans W912P517R0004 Specifications Solicitation W912P517R0004 PURPOSE: The Nashville District U.S. Army Corps of Engineers is issuing a Request for Proposal (RFP) for the subject project. The solicitation, plans and technical specifications for this requirement are attached. UPDATE AUGUST 17, 2017: SITE VISIT An organized site visit has been scheduled for-- September 06, 2017 at 11AM Eastern Time Participants will meet at-- Y-12 New Hope Center 602 Scarboro Road Oak Ridge, TN 37830 Eligible Attendees: Only two individuals from each entity represented who have submitted the advance registration information listed below prior to 1:00 PM Eastern time, August 28, 2017, and who receive clearance by the Y-12 badging office on the day of the visit prior to 1:00 PM Eastern may attend. See additional registration and access requirement details below: Security requirements, identified herein, shall be met as early as possible before access is granted to the site. If you intend to participate in the site visit portion, the following security requirements will be met. 1. Site Visit Registration Deadline: The following registration information is required to be submitted by email by no later than 1:00 PM Eastern time, August 28, 2017. Those who do not submit this information by this date may not be permitted to participate in the site visit portion of the preproposal conference. USACE requests that the information required in this section be provided to the POC listed below as early as possible to allow ample time for the required processing. In addition, USACE requests that each company compile their participant registration information and send it collectively by email to the USACE POC, Jessica Baker, Jessica.L.Baker@usace.army.mil. 2. General Registration Requirements and Information: The following information is required for participants attending the site visit portion: First Name Middle Name Last Name Email Address Company Last Four Numbers of Social Security Number Date of Birth Are you a US citizen? Do you currently have a DOE security clearance? This information shall be emailed to the USACE POC. 3. Site visit participants shall be U.S. citizens. Foreign Nationals will not be allowed access to Y12 for purposes of this site visit. 4. Identification will be required when the badge is picked up. Congress, acting on the recommendations of the 9/11 Commission, passed the REAL ID Act in an effort to reduce fraud and deter acts of terrorism using fraudulent identification. This Act sets minimum standards for the issuance of driver's licenses and other identification documents. In accordance with the Act, the Department of Homeland Security established implementing standards. Among these is a prohibition on using non‐REAL‐ID Act compliant driver's licenses as proof of identity for access to restricted (i.e., non‐public access) areas of federal facilities. The Y‐12 Complex falls under these requirements. A Driver's License meeting the REAL ID Act or a state that has received an extension.or a Passport are acceptable forms of identification. People with identification from these jurisdictions will need to present an alternate photo identification to be granted access to Y 12. Some acceptable alternate forms of Photo ID include: U.S. Passport or Passport Card An Enhanced Driver's License or Enhanced ID Card issued by the states of Minnesota, New York or Washington (Enhanced licenses issued by these states are clearly marked Enhanced or Enhanced Driver's License) A military ID or other government issued Photo ID card Refer to the Y-12 NNSA webpage for details. http://www.y12.doe.gov/visiting-us/entryrequirements/ implementation-real-id-act POINT-OF-CONTACT: For questions and /or concerns regarding the site visit, please contact Contract Specialist Jessica Baker via email at jessica.l.baker@usace.army.mil. This will be the only site visit for this project. If you miss the scheduled site visit, no other arrangements will be made due to personnel and time restrictions. (END AUGUST 17, 2017 UPDATE) PURPOSE: The Nashville District U.S. Army Corps of Engineers intends to issue a Request for Proposal (RFP) for the subject project. This is a Presolicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance. PROJECT DESCRIPTION: The proposed project is for the Construction of a new Emergency Operations Center (EOC) for the Y-12 National Security Complex, and incidental related work. Please note that this project will be in a secured location and will have stringent security requirements. This facility will house the Plant Shift Superintendent's Office, the Emergency Command Center, the Technical Support Center, and the Fire Department Alarm Room. The facility will be capable of withstanding design basis events and will fully implement existing Emergency Management plans and procedures. The EOC is a single-story building with approximately 11,000 square feet. Special aspects include a solar photovoltaic panel system, chemical/Biological/Radiological (CBR) Air Filtration System, precast architectural concrete and total building commissioning. The goal will be to construct the building to achieve U.S. Green Building Council's Leadership in Energy & Environmental Design (LEED) Gold Certification. The major functions of the building currently exist in several locations throughout the Y-12 site; however, the new EOC will help consolidate all into one building inside the Property Protection Area of the Y-12 site in Oak Ridge, Tennessee. This description is not intended to be all encompassing and is subject to change. NAICS CODE AND SBA SIZE STANDARD: The NAICS code for this project is 23622 (Commercial and Institutional Building Construction) with a size standard of $36,500,000. ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on the Army Single Face to Industry (ASFI) database. You can access these files from the Federal Business opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, the responsibility of all potential offerors to monitor the FBO website for any amendments, updates, responses to questions and answers, etc. as the Government will not be maintaining a mailing list. The project location has special security requirements that will be identified in the solicitation. These special security requirements may be more stringent than what is normally required for work on Federal projects.
