- This is a REQUEST FOR QUOTATIONS for a construction project for a construction project to paint three park owned buildings located on Santa Barbara Island within Channel Islands National Park (CHIS): (1) Paint interior and exterior of the Housing and Visitor Center building, (2) Paint the exterior of the Santa Barbara Island Dock Building, and (3) Paint the exterior of the the Utility (Maintenance) Building. All three buildings were constructed in the 1990's and have not been painted since their original construction. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS, EMAIL REQUESTS, OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. To receive the solicitation package (standard form and all associated attachments), click the link below for the solicitation and any amendment(s) where you'll be redirected to FedConnect at https://www.fedconnect.net. Accessing the solicitation form and attachments does not require registration in FedConnect. Once at the FedConnect home page, click on "Search Public Opportunities Only." Next screen, select "Reference Number" from drop-down menu and type in solicitation number as P17PS02683, and click "search." Next screen will show the solicitation title as "Paint 3 Bldgs on Santa Barbara Island, CHIS." Click the title to open the overview page, where on the right-side are all of the attachments including the Standard Form 1442. SITE VISIT. An organized site visit is scheduled for Tuesday, August 29, 2017. Interested contractors shall meet at the Channel Islands National Park Visitor located at 1901 Spinnaker Drive, Ventura, CA 93001. To park, exit the service entrance and turn right onto Spinnaker Drive. Make a U-turn from the first left turn lane and make an immediate right into the parking lot adjacent to the harbor, not the ocean. The sign says "Ventura West Marina." Make an immediate right and park anywhere to the right of the parking lot entrance. Make sure the curb is not painted green. (a) This site visit is an all-day event, that will start at 7am and end around 4:30pm. Transportation to Santa Barbara Island will be by NPS boat. (b) Contractors are limited to two attendees (no more than two people per company) because space is limited. RSVP via email to Phaedra_Fuller@nps.gov by 8/25/17, providing a company name, address, point of contact name with office and cell numbers. (d) Prior to boarding, each attendee shall submit the "Self Assessment Checklist for Travel on NPS Vessels," a form provided as part of this solicitation (see Attachment no. 6). You cannot board without this form! (e) PLEASE BE ON TIME. Plan to arrive by 7:00 a.m. at the loading area if you are riding NPS boats for the first time. This allows the time you will need to clean your shoes and check your personal gear for non-native organisms such as mice, ants, seeds, etc. By 7:45 all passengers should have loaded their personal gear, signed the manifest, parked vehicles, and be ready to board the vessel. At this time the Captain will count the number of passengers, verify that everyone has signed the manifest, and provide the day's safety briefing. The safety briefing will include sea conditions such as tides, swell, and other relevant weather and operational considerations, the location of lifesaving equipment and what to do in case of emergency. Everyone must attend the briefing even if you have heard one before. Please do not be late! Boarding is generally at 7:45 for an 8:00 a.m. departure. (f) Read the "Boating Guide" provided as part of this solicitation (see Attachment no. 7). Food and water are not provided. Contractors attending this site visit should plan to bring their own food, water, and sufficient layers of clothing in the event you encounter inclement weather (remember sunscreen, hat, sunglasses, etc.). PROJECT PERIOD OF PERFORMANCE is 7 weeks from Notice to Proceed. OTHER INFO. All work will be performed under a single contract. In the event that competitive quotes are not received for this solicitation, an offeror may be required to submit cost and pricing data or information other than cost and pricing data. This project is being solicited and awarded as a total (100%) Small Business Set-Aside in accordance with Federal Acquisition Regulation (FAR) Subpart 19.502-2. The NAICS code is 238320, Painting and Wall Covering Contractors, with an associate small business size standard of $15 million. In accordance with Federal Acquisition Regulation (FAR) Subpart 36.204, the magnitude of construction for this project is between $25,000 and $100,000. This magnitude is set by law. Quoters are advised that the Government's estimated may fall anywhere within this range. It is the responsibility of the quoters to monitor the FBO and FedConnect websites to download all amendments and attachments which may also be issued against the solicitation prior to the solicitation's closing date.
