- RFQ NMFS AKR-17-0818 to provide beluga whale photographic professional identification services per the attached RFQ statement of work. This is a combined synopsis/solicitation procurement action to provide beluga photographic professional identification services per the statement of work (SOW) included in this request for quote (RFQ) NMFS AKR-17-0818 prepared in accordance with the format in FAR Part 13. The North American Industry Classification System (NAICS) Code for this procurement is 541620 and is a Small Business Set-Aside. The successful Contractor shall: 1) accompany MML staff on the first three (3) field days of the biopsy survey to ensure that identification photographs are collected in a consistent manner to past photographs, 2) review the results MML's processing of photographs from individual encounters to ensure that all individuals photographed are identified, 3) compare the photographs of the identifiable whales to the existing LGL Photo ID catalog and incorporate them into the LGL Photo dataset, 4) provide a written analysis of all the individual histories of whales identified during the biopsy survey using the information available from the LGL Photo dataset, and 5) consult on and provide capture histories for MML's efforts to develop a cetacean stock assessment model which includes photographic identification data and uses the Cook Inlet beluga population as a case study to ensure that the photographic identification sampling effort and data are accurately represented in this effort. Data on individual whales are needed fully interpret the biopsy data being collected concurrently. Under the NEPA and the ESA, photo-id and biopsy data are needed by MML and the Alaska Regional Office to manage the endangered population of Cook Inlet beluga whales and to improve their recovery. NOAA NMFS Alaska Regional Office of Management Division (OMD), requires that all contractors doing business with OMD be registered with the System for Award Management (SAM).
