General Information Short Title: Resilience One Annual Software Support and License Renewal Document Type: Presolicitation Notice Solicitation Number: N02CO72661-36 (A) Posted Date: 8/18/2017 Response Date: 8/24/2017 Classification Code: J 070 - Maintenance and Repair of Automatic Data Processing Equipment, Software, Supplies and Support Equipment NAICS Code: 541519 - Other Computer Related Services Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E232 Bethesda, MD 20892, UNITED STATES Description The objective of this acquisition is to purchase/renew the NCI's annual maintenance agreement and software licensing for Resilience One, developed by Strategic BCP. The contractor shall two hundred fifty (250) onsite consulting hours for COOP software implementation to include in person interviews with NCI stakeholders. The interviews shall be conducted with one of the Emergency Management and Physical Security Branch's (EMPSB) staff members so that continued system training and real-time system updates can take place. 12 Months of software support and Licenses for Strategic BCP's, Resilience One software. Software Support (SSA) will include 100 hours of the following: • Acceptance of support tickets online anytime • Call Support Monday-Friday 8:30am-5:00pm (except holidays) • Support will be available Monday-Friday 8:30am-5:00pm (except holidays) • Tickets will be responded to within One business day at which time an estimated time of resolution will be given. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial items. The North American Industry Classification System code is 541519 and the business size standard is $25,500,000. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract with four option periods. It has been determined there are no opportunities to acquire green products or services for this procurement. Strategic BCP has provided software that is proprietary and cannot be replicated by another vendor. It is necessary to maintain the consistency that the characteristics of Strategic BCP provide in order to maintain best value for the government. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00 PM EST, on August 24, 2017. All responses and questions must be in writing and faxed 240-276-5401 or emailed to David Romley, Contract Specialist OR via electronic mail at david.romley@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the System for Award Management (SAM) through sam.gov.
