- Solicitation will be SPE601-17-R-0320. Please review/serch for Gaseous Nitrogen (GN2), SPE601-1-R-0320. The pre-solicitation notice included that the requirement will be f.o.b origin. Gaseous Nitrogen (GN2), SPE601-17-R-03XX Pre-Solicitation Notice DLA Energy, Aerospace Energy intends to issue a procurement on a full and open competitive basis for the procurement of Gaseous Nitrogen, NSN 9135-01-591-9695, Type I, Grade B, 99.99% Purity in accordance with (IAW) MIL-PRF-27401G dated 7 August 2013, for delivery into Department of Transportation (DOT) and United Nations (UN) cylinders. The estimated quantity is 80 cylinders per year over the next four years. The requirement also includes requirements for services; recertification of cylinders, palletization, administrative cylinder reporting documentation, and other miscellaneous services. The contract ordering period will be four (4) years from date of award. The RFP will be issued under this notice on or about 24 August 2017, and will be posted to FedBiz Opps web page ( http://fbo.gov/ ). The Government intends to award one Firm Fixed Price requirements type contract using Federal Acquisition Regulation (FAR) Part 12. Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable. All responsible sources may submit a proposal, which will be considered by the agency.
