- The Veterans Health Administration, Network Contracting Office 20 in Dupont, Washington is soliciting proposals for a contractor to provide Weed Control Spraying Services at the Mann-Grandstaff VA Medical Center in Spokane, Washington. Services shall be provided in accordance with the Performance Work Statement (PWS) of the contract. The anticipated Period of Performance for these services is 18 September 2017 through 31 August 2018 with four (4)) option year periods. This solicitation will result in a firm fixed-price contract. This procurement is 100% restricted to Small Businesses, only. The Request for Proposals (RFP) number is VA260-17-R-0568. The applicable NAICS code is 561730 and the small business size standard is $7.5 million. TELEPHONIC REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. When issued, the solicitation will be available only by downloading from the Federal Business Opportunities (FBO) website at https://www.fbo.gov/. The estimated issue date is 23 August 2017, and the anticipated closing date is 08 September 2017 at 12:00 pm Pacific Time. Prospective offerors are urged to submit any questions they may have in writing to Mark Erickson at mark.erickson3@va.gov. PERFORMANCE WORK STATEMENT WEED CONTROL SPRAYING SERVICES For the DEPARTMENT OF VETERANS AFFAIRS, MANN-GRANDSTAFF VA MEDICAL CENTER, SPOKANE, WA. 1.0 GENERAL REQUIREMENT: The Contractor shall provide all materials, herbicide, supplies, and labor to spray herbicide separate applications per year of commercial grade of Confront herbicide for broadleaf weed control, all the windows for each of these applications will be set by the Grounds Contracting Officer s Representative (COR) and will be dependent upon turf, weather and other factors. Contract will be for a base year plus (4) four optional years. 2.0. SPECIFIC REQUIREMENTS: 2.1. The application rate will be sufficient to eradicate all broadleaf weeds. 2.2. Application shall be accomplished during a dry period, in late spring/early summer time frame. 2.3. The Contractor shall supply all necessary personnel, equipment and product for each application. Personnel will be in possession of a valid, current Applicator s License and be fully equipped with required personal protective clothing, gloves and respirators. 2.4. All spraying must be performed in accordance with specimen label directions and federal and state laws. A photocopy of the valid applicator s license in the State of Washington and proof of insurance shall be provided to the COR. Rinsing of Contractor s equipment shall not be permitted on U.S. Government property. Transport of the herbicide or herbicide mix shall be done in a manner to reduce the probability of spills. The contractor shall apply product only during periods when there is very little to no hazard from spray drift, and during periods when there are minimal chances for chemical to be washed into surface waters. 2.5. The Contractor shall guarantee total eradication of weeds within 30 days of treatment unless drought conditions exist that limits the uptake of herbicides. Any growth that continues after treatment will be re-treated in accordance with product labels for re-treatment, and in accordance with the contract specifications, at no additional expense to the Government. Any missed areas shall be re-sprayed. 2.6. Appropriate information and/or warning signage will be provided by the vendor to indicate treated areas. 3.0. SITE VISIT AND ADDITIONAL INFORMATION: A pre-proposal Site Visit is scheduled for 10:00 am on Thursday, 31 August 2017 at the Spokane Mann-Grandstaff VA Medical Center. It is highly recommended that all vendors who intend to submit an offer under this solicitation attend. The specific location of the Site Visit is provided in attachment D.2, Site Visit Map, of this solicitation, Page 27. Interested parties should prepare their questions in advance and send a written list of those questions to the Contract Specialist who will be hosting the Site Visit, J(to be determined). Please note that this Site Visit is to allow interested parties to ask questions of a technical nature only, and a technical representative will be present to answer them. Questions of a contractual nature or regarding this solicitation s Terms and Conditions shall be addressed to the Contracting Officer, Mark Erickson, at mark.erickson3@va.gov. 4.0. CONTRACTOR SAFETY REQUIREMENTS: The Contractor shall comply with all Federal, State and Local safety requirements including those specified by the Occupational Safety and Health Act (OSHA) in 29 CRF 1910 General Industry Standard, and 1926 Construction Standard. Where a conflict exists between safety standards/requirements the contractor shall comply with the more stringent requirement. If the Contractor fails or refuses to promptly comply with safety requirements as specified herein, any project employee may stop all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such work stoppage shall be made subject to any claims for extension of time or for excess costs or damages sustained by the Contractor. Also, the Contractor will not be paid for work not performed because of the stop order. 5.0. SECURITY REQUIREMENTS: All Contractors and subcontractor employee(s) working on this contract who require access shall receive authorization to be on site at these facilities based upon a favorable background investigation in accordance with Homeland Security Presidential Directive 12: Policy for a Common Identification Standard for Federal Employees and Contractors (HSPD 12). The Huntington District Security Management Office shall submit contractor(s) personal information in order to complete the basic background investigation in order to make a recommendation to the Contracting Office of an employee s suitability for work on Government property. The Procuring Contracting Officer (PCO) has the right to deny any contractor or subcontractor employee from working on the contract based upon the results provided by the Huntington District Security Management Office of the background investigation. 6.0. SERVICE EQUIPMENT: The Contractor shall furnish the equipment appropriate to perform the work required for fulfillment of the work specified in this contract. All equipment used in the performance of work under this contract will be inspected and approved by the Government prior to use. 7.0. CONTRACT EMPLOYEES CONDUCT AND COMPETENCY: All contract employees shall conduct themselves in a proper manner at all times. Since most of this work shall be performed in the presence of the general public, the conduct of all employees is critical and will be closely monitored. Use of controlled substances or consumption of beer or alcoholic beverages by contract employees is strictly prohibited. The contractor may be required to immediately remove from the work site any employee of the Contractor who is incompetent or who endangers persons or property or whose physical or mental condition is such that it would impair the employee s ability to satisfactorily perform the work. 8.0. WORKING HOURS: 8.1. Normal working hours are Monday through Friday, 7:30 a.m. to 4:00 p.m. Work inside Government buildings or other secured areas shall be performed during the above referenced work hours. Ten Federal holidays observed are as follows: New Year s Day (January 1st) Martin Luther King Day (3rd Monday in January) President s Day (3rd Monday in February) Memorial Day (Last Monday in May) Independence Day (July 4th) Labor Day (1st Monday in September) Columbus Day (2nd Monday in October) Veteran s Day (November 11th) Thanksgiving Day (4th Thursday in November) Christmas Day (December 25th) 8.2. When one of the above designated holidays falls on a Sunday, the following Monday is observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday. Work that interferes with other ongoing functions at the project shall be scheduled around normal working hours. Work shall be scheduled around the above listed Federal holidays unless approved in advance. 8.3. Work shall be performed during daylight hours and days to be worked will be at the discretion of the COR. 9.0. PRE-WORK CONFERENCE: Once an award is made, the Contractor shall attend a pre-work conference, prior to the initiation of work under this contract. The Contractor s Safety Plan must be approved prior to this meeting. 10.0. DELIVERABLES: The Contractor shall submit a report after each herbicide application event and provide a signed copy to the COR. The report forms shall be provided to the Contractor by the COR.
