The government intends to acquire through a limited competition, Contractor Logistics Support (CLS). The effort will be a limited competition between the following two contractors: ARMA Global Corporation (ARMA), CAGE: 53N51 and DRS Advanced ISR, LLC (DRS), CAGE: 0CDN3. This CLS effort must be fulfilled by a vendor who possesses the unique knowledge and capabilities to provide continued sustainment of the Specialized Automated Mission Suite - Enhanced Situational Awareness (SAMS-ESA) system without degrading on-going Special Operations Forces (SOF) mission operations. Maintaining current mission operations with the SAMS-ESA system, with no gap in coverage, is a key requirement for this effort. Due to the critical nature of the Air Force Special Operations Command (AFSOC) mission and the integral role the SAMS-ESA system fulfills in accomplishing the mission, the contractor providing SAMS-ESA CLS support must possess the knowledge, skills, capability, and certifications required to operate and sustain the SAMS-ESA system immediately upon award of the contract. A contractor's inability to fully support the SAMS-ESA system immediately upon contract award would result in a critical mission impact and unacceptable delays to the government. The government intends to solicit, on a limited competition basis, to qualified sources in order to continue the services required to support mission essential in-garrison and deployed support of the SAMS-ESA system. This acquisition is for continued CLS services for the SAMS-ESA systems installed on AFSOC aircraft. Under the contemplated contract, the selected contractor will provide the essential CLS services required to operate and sustain the currently fielded legacy SAMS-ESA systems installed on the multiple models of AFSOC aircraft. The services sought to meet the system support requirement include: Field Service Representative (FSR) support, technical/engineering support for system hardware technology refresh and obsolescence resolution, program management, material, travel, over and above requirements, and data, as required. The FSR support includes SAMSESA system hardware/software installation/removal, functional checks, troubleshooting, configuration management, and repair and replacement of system components. The FSR requirement also includes SAMS-ESA aircraft system pre & post mission setup/recovery and aircrew system familiarization training. The CLS will be provided at five in-garrison locations and up to five deployed locations simultaneously. DELIVERY SCHEDULE: One (1) year basic period of performance from 1 May 2018 to 30 April 2019, and four (4) one (1) year option periods. This notice is not a request for competitive proposals. However, all responsible sources may submit a capability statement, bid, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. If your concerns are not satisfied by the PCO, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the contracting officer, but to communicate serious contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process.
