- SF30 amending the solicitation with answers to questions. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W912JB17T2048 and is being issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-95. The NAICS is 541990 and the size standard is $15,000,000. This requirement is 100% set aside for small businesses. CLIN Description Qty U/M 0001 Exercise Planning and Execution 1 Job 0002 Contractor Manpower Reporting 1 Job The Michigan Army National Guard has a requirement for planning and execution support of two CBRN Response Enterprise Exercises. Please see the attached Performance Work Statement for specific tasks. The period of performance is date of award through 7 May 18. Performance shall be at the contractor's site. If attendance at meetings is required, performance shall take place at Reserve Forces Services Center, 3423 North Martin Luther King, Jr. Blvd, Lansing, MI 48906. This requirement is firm fixed price. Pricing must be a fixed price for the entirety of work quoted. Travel must be included in the purchase price, not as a separate line item. Travel will not be reimbursable. Questions are due by 4:00 pm, ET on 17 Aug 2017 and must be submitted via email to amanda.e.geissler.civ@mail.mil. Questions will not be answered via telephone. Questions that are submitted after the cut off, but are considered to be significant to the synopsis/solicitation, may be accepted and discussed with those vendors that have submitted a quote. Quotes are due at 12:00 pm, ET on 24 Aug 2017. Email quotes to amanda.e.geissler.civ@mail.mil. Quotes must include price, technical approach and past performance information (PPI). Quotes will be evaluated in accordance with FAR 13.106-2(b). Price will be evaluated, along with technical approach and PPI. PPI must be of the same kind and magnitude as the current requirement. PPI that is more than three years old will not be considered. Technical approach and past performance will be rated as Acceptable or Unacceptable. Answers to questions were posted on 18 Aug 17. Sign and return the attached SF30 with your quote to acknowledge receipt of the amendment. The following provisions and clauses are applicable to this solicitation. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. See attached addenda for quote instructions. Offers should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. See addenda.
