Description
NOAA's Acquisition & Grants Office, SIAD Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with UMBC to continue monitoring the long-term (VIIRS) Visible Infrared Imager Radiometer Suite radiance and aerosol record at six monitoring sites. Also to reach the research community through webinar or webinar series, to increase the impact of the NOAA VIIRS aerosol products The NPP satellite was launched into orbit on 28 October 2011, carrying among other instruments the VIIRS. NPP is the first in the JPSS Generation of polar orbits and VIIRS will become the core instrument to measure aerosols until (and after) the GOES-R series of satellites reach orbit. Now that VIIRS is in orbit for more than three years and starting to obtain data, it is necessary to develop similar understanding amongst the user community about the capabilities and limitations of this new sensor. To do so, significant groundwork is necessary in understanding and calibrating the VIIRS products. This contractor has unique experience in the services needed. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
