- 17SNC31_spec note att N00164-17-S-NC31 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - OPTICAL SIGHT FOR GUN WEAPON SYSTEMS - FSC 1240 - NAICS 333314 Anticipated Issued Date: 18 AUG 2017 - Anticipated Closing Date: 18 SEP 2017 The Naval Surface Warfare Center, Crane Division (NSWCCD) located in Crane, Indiana, on behalf of the Major Program Manager, Surface Ship Weapons (PEO IWS 3.0) is conducting market research for vendors with the capability to provide an affordable Electro-Optic Sight (EOS) and ancillary equipment for the MK 34 and MK 48 Gun Weapon Systems (GWS). This RFI/Sources Sought is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov. FBO is the primary point of entry to be used to access synopses and solicitations from the World Wide Web. The MK 34 and MK 48 GWS utilizes a network based architecture which enables operation of the EOS and management of radar tracks by a single Gun Computer System (GCS), the GCS console operator or support coordinated operation by multiple operators. This architecture provides the ability to simultaneously control and execute up to two separate gun engagements and afford both flexibility and redundancy in GWS operations. The EOS shall be a remotely controlled electro-optical sensor system supporting the operation of a naval GWS. The EOS shall provide target position and range to the MK 160 GCS. When not engaged in GWS operations the EOS will supplement the coverage of the ship's existing sensors and will support any mission requiring visual detection, identification or surveillance. The EOS operating controls and displays shall be integrated into multi-function GCS consoles. EOS Requirements : •Contain at a minimum of the following sensors: o Color Sensor : High Definition meeting performance requirements in Attachment 1, continuous zoom, sun exposure protection, all Fields of View (FOV) aligned within 0.25 milliradians (mrads). o Mid-Wave Infrared (MWIR) Sensor : High Definition meeting performance requirements in Attachment 1, all FOVs aligned within 0.25 mrads. o Laser Rangefinder (LRF) : Shall not exceed Class 1M, meet performance requirements in Attachment 1, support Pulse Repetition Frequencies of 1 to 4 pulse(s) per second, and be boresighted within 0.5 mrads of the LOS of the narrowest FOV of both imagers. •Minimum 2 axis stabilization (Azimuth (AZ) and Elevation (EL)) •Have a 360° continuous AZ and no less than -20° to +80° EL range of motion •Line of Sight Pointing (LOS) error no greater than 0.25 mrads root mean squared (RMS) as measured from designated master sensor LOS against the base of the EOS •LOS stabilization against ship motion with sufficient precision to meet Attachment 1 requirements. •The Color and MWIR optical FOVs shall be aligned to be within 1 mrad of each other. •Capable of correcting its pointing alignment up to 100 mrads in each axis relative to an alignment reference. Pointing error alignment shall be correctable to 0.125 mrads. •Provide sensor or system features to enhance the overall performance of the sensors (e.g., edge or contrast enhancement, sensor fusion, etc.), meet the requirement for real time imagery. o Real-time Imagery : 200 milliseconds (msec) (Color) and 250 msec (MWIR) from that which would be observed through direct view optics, with not more than 100 msec (Color) and 133 msec (MWIR) allocated to the EOS. •Include an automatic video tracker (AVT). The AVT shall acquire and maintain track of operator designated targets throughout the dynamic range of each sensor and in the presence of all allowable video artifacts produced by the sensors. •All EOS video connections shall be fiber optic. Environmental : The system shall meet MIL-STD requirements for environmental qualification (temperature, humidity, vibration, shock, EMI/EMV, etc.) As a result of this sources sought, NSWC Crane expects to receive from each respondent an UNCLASSIFIED white paper which will be written from a system solution perspective showing how the concept and development methodology could satisfy the desired capabilities. Submission Instructions The white paper shall be no more than twenty (20) pages, 12 point font and be submitted via email by 2:00 PM Eastern Time on 18 SEP 2017 to the technical points of contact, Mr. Ryan Thompson, ryan.w.thompson@navy.mil and Mr. Mark Burgener, mark.burgener@navy.mil. Reference N00164-17-S-NC31 in the subject line of e-mails. Each white paper should include at a minimum: 1. Cover page, including company name and address, white paper title, and appropriate POCs. 2. Description of the system, how the system meets the desired performance requirements, and end product physical and performance technical data. 3. Scope of any development effort required. 4. Relevant company past performance within the last 3-5 years. 5. Estimated or actual mean time between system failures. 6. Maintainability characteristics, including support equipment requirements. 7. Integration/interface methodology. 8. Design provisions to support incremental upgrades, including growth potential. 9. Technology insertion opportunities. 10. Assessment of the Technology Readiness Level and the Manufacturing Readiness Level. 11. Options for life-cycle sustainment support utilizing existing commercial and/or Government (Department of Defense) infrastructure. 12. Rough Order of Magnitude costs for unit pricing and production lead time. 13. Intellectual property claims associated with the outcome of this effort. The Government desires approaches consistent with the Open Architecture principles. The offeror shall justify the use of proprietary, vendor-unique, or closed components including but not limited to hardware, software and interfaces in current or future designs. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Vendors responding should indicate if they are a small business, a socially economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. The U.S. Government is in no way liable to pay for or reimburse any Vendors or entities that respond to this announcement. Any costs incurred by interested Vendors in response to this announcement will NOT be reimbursed. Any information that the vendor considers proprietary should be clearly marked as such. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. NSWC Crane makes no implied or in fact contracts by issuing this RFI. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the NSWC Crane's view of the information received.
