Description
Draft PRS Draft Technical Exhibits Draft PWS THIS IS A Sources Sought Notice ONLY The U.S. Government desires to procure the facilities maintenance support services to be performed at Fort Leonard Wood and Lake of the Ozarks Recreation Area (LORA) on a small business se-aside basis provided 2 (two) or more qualified 8(a) vendors respond to this sources sought synopsis with information to support this set aside. Be advised that the U.S. Government will not be able to set aside this requirement if two (2) or more 8(a) vemdors do not respond with information to support this set-aside. The Mission and Installation Contracting Command Center - Fort Eustis, Virginia, is conducting a SOURCES SOUGHT SYNOPSIS (SSS) pursuant to FAR Part 10-Market Research. The purpose of this announcement is to gain knowledge of potential qualified 8(a) business firms. The Government is seeking responses to this sources sought synopsis from all interested SBA Certified 8 (a) small companies capable of providing the required services in accordance with the attached Performance Work Statement (PWS). Interested companies are highly encouraged to identify capabilities in meeting the requirement at fair market prices. Provide suggestions on how the requirement could be structured to facilitate competition among small business concerns. Describe any conditions, if any, which may limit small businesses from participation. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. BACKGROUND: A continuing need is anticipated for facilities and maintenance support at Fort Leonard Wood and Lake of the Ozarks Recreation Area, MO, which is currently being fulfilled through current contract W911S7-12-D-0002. These services include the following: 1) Maintenance and repair of buildings and other facilities. 2) Operation, maintenance, and repair of Water Treatment and Wastewater Treatment Plants. 3) Maintenance and repair of Utility Plants and Systems. 4) Mechanical, Electrical, Structural repairs and maintenance. 5) Operation Self Help facility. 6) Hospital Facility maintenance. 7) Maneuver Support Center maintenance and support (includes preparing for special events). 8) Environmental Services. 9) Fire Protection Support. 10) Pest Control Services. 11) Work Management of staff required to perform above-stated services. Attached are the draft Performance Work Statement, Workload Data Information, and Technical Exhibits. SUBMITTAL INFORMATION: In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. [Tailor the information requested to the requirement, e.g. lead time for implementation, proposed solution, alternative solution, security clearances, bonding requirements, etc., as applicable.] 4. Information to help determine if the requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 7. Recommendations to improve the approach, specifications, or draft PWS. 8. Vendors are reminder that the capability statement must address their ability to perform each task in the PWS. The Government will not review general capability statements, please ensure submissions are tailored to this requirement and information requested below. Responses are limited to twenty (20) pages and vendors are encouraged to provide concise responses specifically responding to the capability questions below. The designated NAICS Code is 561210, Facilities Support Services with a small business size standard of $38,000,000. It is required that all contractors doing business with the Government be registered with the System for Award Management (SAM) at website: https://www.sam.gov. Acknowledge firm's business size (large or small) and all applicable socio-economic category information (i.e. SDB, 8(a) HUBZ, EDWOSB, WOSB, SDVOSB, etc.). Your response shall include the following information: revenue for last three years, number of employees, information on company's ability to sustain growth (including any lines of credit), relevant past performance on same/similar work for not more than three years and your company's capability and capacity to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this Sources Sought articulate their capabilities clearly and adequately.
