Page 1 of 2 Notice Type: Special Notice Synopsis: The Southeast Louisiana Veterans Healthcare System (SLVHCS) intends to award a sole-source firm fixed price contract for Roche Diagnostic brand reagents (that will be used when operating existing Roche Ventana Benchmark Special Stainers) to Roche Diagnostics Corporation, 9115 Hague Road, Indianapolis, IN 46256-1052. The authority for this action is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The estimated cost of this contract is $82,000. The North American Industry Classification System (NAICS) code is 325413 with a size standard of 1,250 for this procurement. The expected award date for this contract is on or about September 8th, 2017. The proposed contract is to provide ImmunoHistoChemical and Special Stain Reagents for the Laboratory Medicine Department/Anatomic Pathology Section, Southeast Louisiana Veterans Healthcare System (SLVHCS), New Orleans, LA. These reagents are required to perform specialized diagnostic stains on patient tissue samples and must meet stringent quality control and compliance standards. These reagents will be used in conjunction with (and while operating) the existing Roche Ventana BenchMark Special Stainers that are currently being used by staff in the Anatomic Pathology Section, Southeast Louisiana Veterans Healthcare System. The Anatomic Pathology Section/Laboratory Medicine Department is currently using Roche Ventana Benchmark Special stainers for their laboratory operations and needs reagents for the Roche Special Stainers that are currently being used in the facility. To operate as one system (to complete needed laboratory tests) Roche Diagnostics brand reagents must be used with Roche Ventana Benchmark Special Stainers for the system to operate as intended by the manufacturer. (Or equal, or equivalent, substitute, and/or alternate types of reagents are not compatible and cannot be used when operating this equipment). Due to increased workload that is expected with the startup/opening of inpatient treatment operations at the facility additional Roche Diagnostic brand reagents are needed. Roche Diagnostics brand reagents can only be purchased directly from Roche Diagnostics Corporation, the manufacturer. Alternate distributors/suppliers of any business size (to include SDVOSB s, VOSB s, and all small businesses) are not permitted (by the manufacturer) to obtain this item for sale/resale to the U.S. Government. This notice is not a request for Expressions of Interest (EOI), proposals, or quotations and no solicitation will be issued. The government does not anticipate receiving responses to this notice however contractors who disagree with this action may submit a letter of interest that demonstrates your firm s technical expertise, certifications, and authorization to compete for this acquisition to include a rationale for why you should be considered. Responses shall be received no later than 5 calendar days after the posting of this notice and shall be submitted via e-mail only to C. Robert Oravetz, Contract Specialist, christopher.oravetz@va.gov. Late responses shall not be considered. No telephone inquiries will be accepted and phone calls will not be returned. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement (based on the responses received to this notice) is solely within the discretion of the Government.
