RFQ NO. P17PS02099 Pre-Solicitation Announcement NATIONAL PARK SERVICE LASSEN VOLCANIC NATIONAL PARK REPLACE POTABLE WATER MAIN The National Park Service (NPS) at has a requirement for the replacement of a potable water main at the headquarters area of Lassen Volcanic National Park. The work of this contract consists of abandonment of existing potable water mains, installation of 12-inch C900 PVC potable water line, and asphalt replacement. The work of this contract consists of labor, materials, and equipment required for installation of 12-inch C900 PVC water main through the project open space areas. The work includes, but is not limited to, removal of excess material, excavation, dewatering, bedding, backfill, compaction, piping, tracer wire and boxes, erosion control measures, pressure testing, disinfection and bacteriological testing, and all other work necessary to complete the installation. The work also consists of furnishing all materials, equipment, and labor for installation of 12-inch C900 PVC water main through areas of asphalt. The work includes, but is not limited to, cutting of existing asphalt surface, removal of excess material, excavation, dewatering, bedding, backfill, compaction, piping, installation of aggregate road base and asphalt, tracer wire and boxes, erosion control measures, pressure testing, disinfection and bacteriological testing, and all other work necessary to complete the installation. The work also consists of furnishing all materials, equipment, and labor for installation of 12-inch tee and thrust block, two (2) 12-inch x 8-inch reducers, and two (2) connections to the existing system with transition couplings. The work includes, but is not limited to pavement removal, excavation, dewatering, bedding, backfill, compaction, piping, erosion control measures, pressure testing, disinfection and bacteriological testing, and all other work necessary to complete the installation. The work also consists of furnishing all materials, equipment, and labor for installation of a 12-inch tee and thrust block and two (2) connections to new piping at the buried tank site. The work includes, but is not limited to clearing, grubbing, top soil removal, excavation, dewatering, bedding, backfill, compaction, erosion control measures, pressure testing, disinfection and bacteriological testing, and all other work necessary to complete the installation. The work also consists of furnishing all materials, equipment, and labor for installation of a 12-inch tee and thrust block and a connection to the existing system with transition coupling. The work includes, but is not limited to pavement removal, excavation, dewatering, bedding, backfill, compaction, piping, erosion control measures, pressure testing, disinfection and bacteriological testing, and all other work necessary to complete the installation. The work also consists of furnishing all materials, equipment, and labor for installation of 12-inch fittings and thrust blocks along the new main line. The work includes, but is not limited to clearing, grubbing, top soil removal, excavation, dewatering, bedding, backfill, compaction, fittings, erosion control measures, pressure testing, disinfection and bacteriological testing, and all other work necessary to complete the installation. The work also consists of furnishing all materials, equipment, and labor for the installation of 12-inch gate valves at the locations. The work includes, but is not limited to, clearing, grubbing, excavation, dewatering, bedding, backfill, compaction, testing, valve, valve box, fittings, restraint systems, pressure testing, disinfection and bacteriological testing, and all other work necessary to complete the installation. The work also consists of furnishing all materials, equipment, and labor for the installation of 6-inch gate valves at the locations. The work includes, but is not limited to, clearing, grubbing, excavation, dewatering, bedding, backfill, compaction, testing, valve, valve box, fittings, restraint systems, pressure testing, disinfection and bacteriological testing, and all other work necessary to complete the installation. The work also consists of furnishing all materials, equipment, and labor for the installation of 4-inch gate valves at the locations. The work includes, but is not limited to, clearing, grubbing, excavation, dewatering, bedding, backfill, compaction, testing, valve, valve box, fittings, restraint systems, pressure testing, disinfection and bacteriological testing, and all other work necessary to complete the installation. The work also consists of furnishing all materials, equipment, and labor for the installation of concrete slope anchors. The work includes, but is not limited to excavation, dewatering, concrete placement, backfill, compaction, and all other work necessary to complete the installation. The work also consists of furnishing all materials, equipment, and labor for installation of the interconnect piping at the buried tank. The preparation and execution of a temporary water supply system shall be included in this bid item. The work includes, but is not limited to clearing, grubbing, top soil removal, excavation, dewatering, bedding, backfill, compaction, erosion control measures, saw cutting the concrete valve vault, disposal of removed concrete & piping and the valve cover, installation of transition couplings and fittings, a 6-inch gate valve, a 12-inch gate valve, 50 LF of 12-inch C900 PVC main line, removal of the existing 6-inch drain line, replacement of the tank drain line, pressure testing, disinfection and bacteriological testing, and all other work necessary to complete the installation. The Contractor shall provide all manpower, equipment, testing, and supplies to perform the replacement as identified within the Specifications document and any additional documents or requirements. All work shall be performed in accordance with local, state, and federal laws. The Contractor shall obtain all necessary permits required to successfully complete the work. Site work is anticipated to begin on or before September 18, 2017 and shall be completed no later than 30 days after issuance of the Notice to Proceed. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 237110, with a corresponding size standard of $36.5 million in annual gross receipts for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered. The Request for Quotation (RFQ) will be available on August 2, 2017 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFQ will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFQ. An organized Site Visit has been scheduled and the date and time released with the solicitation. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price. Award is subject to the availability of funding at the time of award.
