RFI in PDF form THIS IS A SOURCES SOUGHT SYNOPSIS ANNOUNCEMENT IAW FAR 15.201(e). A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. The Government is seeking qualified, experienced sources in advanced Trial Advocacy training that are capable of performing the specific tasks laid out in the attached draft Statement of Work (SOW). Therefore, the Government is requesting that interested concerns with backgrounds in advanced Trial Advocacy instruction furnish the following information: (1) Company name, address, point of contact, voice and fax telephone numbers and e-mail address. (2) Type of business, i.e., small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, large business, etc. under North American Industry Classification System (NAICS) 611310 which contains a size standard $27.5 million. (3) CAGE (3) Provide a white paper outlining your company's capabilities, not to exceed 5 pages, doubled-spaced, Times New Roman, 12 font. All questions must be submitted in writing and forwarded to the aforementioned point of contact. The due date and time for responses to this synopsis is 12:00 pm Central Standard Time on 25 August 2017. STATEMENT OF WORK FOR LEAD & ASSISTANT ADVANCED TRIAL ADVOCACY INSTRUCTORS AT 150 CHENNAULT CIRCLE, BUILDING 694 MAXWELL AFB, AL 36112 1. Overview: Five-day (eight hours per day) training entitled, "Advanced Trial Advocacy Course" to be conducted by one communication specialist with an emphasis in trial work, and up to three (3) attorneys, judges, law school professors or equivalents serving as assistants This training will be an on-site educational event to be conducted at The Judge Advocate General's (JAG) School, 150 Chennault Circle, Building 694, Maxwell AFB, AL 36112-6418. Attendees will consist of approximately twenty four (24) Air Force Advocates serving in litigation billets. 2. Course Objective: The course objective is to train the students in advanced communication, advocacy, and persuasion within the context of a criminal trial. Course will refine the student's courtroom litigation skills. Students will perfect their delivery of voir dire, opening statements, direct and cross examinations, closing arguments, and sentencing arguments through the use of emotion, voice inflection, human connection and understanding, and storytelling. 3. Requested Fiscal Year 2017 Date & Future Dates: Actual training will occur 25-29 September 2017. Subsequent annual dates will be published in the February/March time frame each year. Training dates may vary year-to-year depending on mission needs. 4. Contractor Shall Furnish: a. One (1) communication specialist instructor to lead and direct all sessions (a total of eight (8) hours per day for five consecutive days) between the hours of 8:00 AM and 5:00 PM. b. Up to three (3) assistant instructors. Assistant instructors must be practicing attorneys, judges, or law school professors with extensive experience in trial advocacy training, and experience in conducting advocacy training. c. Audiovisual requirements to be included in requested quote. d. Travel and per diem estimates to be included in the requested quote. 5. The Air Force Judge Advocate General's School Shall Furnish: a. Instructional material for approximately twenty four (24) participants and three (4) instructors for a total of twenty-eight (28) sets of material. The fourth set of instructor material will be used by an Air Force JAG School military justice instructor, who will assist the instructor. b. A staff representative to be available prior to the scheduled starting time of the class in order to ensure appropriate room setup and distribution of any training materials. The staff representative will serve as liaison with the facilities management to ensure that logistical details are properly handled during the course of the training. c. Audio-visual equipment required by contractor to conduct classes should it be available at the JAG School. Should the required equipment not be available, the JAG School will, if available, provide a comparable substitute that will be agreed upon by both parties in advance. d. An Air Force JAG School Military Justice Instructor as an additional instructor to teach with contractor faculty members. 6. Security Requirements: 1. Contractor Notification Responsibilities: The contractor shall notify the contracting office before on-base performance of the service. The notification shall include: a. Name, address, and telephone number of contractor representatives. b. The contract number and contracting agency. c. The reason for the service (i.e., work to be performed). d. The location(s) of service performance and future performance, if known. f. The date service performance begins. 2. Installation Access Requirements: As prescribed by the AFFAR 5352.242-9000, Contractor access to Air Force installations. a. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. b. The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, valid vehicle insurance certificate to obtain a vehicle pass. c. During performance of the service, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials for any employee who no longer requires access to the work site. d. Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office. e. Failure to comply with these requirements may result in withholding of final payment. 3. Reporting Requirements: The contractor shall comply with AFI 71-101, Volume-1, Criminal Investigations, and Volume-2, Protective Service Matters, requirements. Contractor personnel shall report to 42d Security Forces Information Protection Office, any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment and as required thereafter. 2. Internal Operating Instructions: The contractor will adhere to the Air Force activity operating instructions (OI) for internal circulation control, protection of resources, and to regulate entry into Air Force controlled areas during normal, simulated, and actual emergency operations. 3. Traffic Laws: The contractor and their employees shall comply with base traffic regulations. 4. Cellular Phone Operation Policy: The use of cellular phones while operating a motorized vehicle is prohibited on Maxwell-Gunter. Although discouraged, drivers are authorized to use devices, i.e. ear bud or ear boom, which allows their cellular phone to be operated hands-free. The device must not cover both ears. This policy applies to everyone driving on Maxwell AFB and Gunter Annex. 5. Weapons: 5.1 Firearms and Ammunition: Transporting weapons or ammunition, concealed or otherwise, IS NOT permitted by any non-law enforcement personnel on Maxwell AFB/Gunter Annex at any time regardless of state issued concealed weapons permits. Violations may result in criminal prosecution under the applicable federal laws. 5.2 Illegal Weapons. The below weapons are considered illegal, unless specifically authorized by competent authority, and are prohibited on Maxwell AFB/Gunter Annex. Violations may result in criminal prosecution under the applicable federal laws. 5.2.1 Switchblade knives or knives with any type of automatic blade release. 5.2.2. An incendiary/explosive weapon (e.g., grenades, flash bangs). 5.2.3 Fireworks 5.2.4. Homemade mortars, aka "tennis ball launchers" or similar devices. 6. Base Entry/Exit Checks: Random Installation Entry/Exit Checks: Entry/exit vehicle checks are conducted by order of the 42 ABW Commander. These checks are conducted for the purpose of safeguarding the base and protecting government property by discovering and seizing stolen property, classified information and contraband. Refusal to submit to an installation (entry/exit) vehicle check may result in the loss of base driving privileges, revocation of base registration, or debarment action. 7. Wireless Electronic Devices: The contractor will not establish their own Information Technology (IT) systems or networks (Local Area Networks [LAN], Wide Area Network [WAN], Cellular phone/USB Modem as WAN, Wi-Fi as WAN, etc.), or camera system without the direct permission of the Program Manager and governing communications and responsible information systems office (42 CS).
