- Draft Performance Work Statement ***SUBJECT TO CHANGE*** UPDATE: This is an amended Sources Sought to obtain additional Market Research information. A draft copy of the Performance Work Statement is provided and subject to change upon release of any solicitation. The Marine Corps Installations Command National Capital Regional - Regional Contracting Office (MCINCR-RCO), Marine Corps Base, Quantico, VA is seeking sources for RESEARCH AND DEVELOPMENT SUPPORT SERVICES FOR MARINE CORPS WARFIGHTING LABORATORY/FUTURES DIRECTORATE'S CENTER FOR EMERGING THREATS AND OPPORTUNITIES (CETO). CONTRACTING OFFICE ADDRESS: 2010 HENDERSON RD, QUANTICO VA 22134-5001 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and the availability and technical capability of large businesses as well as small businesses (including the following subsets, Small Disadvantaged Businesses, HUB Zone Firms, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required services. Purpose: The Marine Corps Warfighting Laboratory/Futures Directorate's (MCWL/FD's) Futures Assessment Division (FAD) is seeking information for potential sources for use in formulating an acquisition strategy to obtain broad-based technical and analytical support for United States Marine Corps (USMC) combat development and experimentation programs at the component, Service, and Joint levels. This support includes the full spectrum of combat development-related missions and tasks, to include the assessment of the strategic environment, future threats and adversaries, and associated geographic, environmental, economic, and demographic conditions that may influence the development of future warfighting concepts, experimentation, and required capabilities in the areas of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF). IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: M00264-15-C-1004 Contract Type: FFP with Cost CLINs for Travel Incumbent and their size: Potomac Institute For Policy Studies, Large Business Method of previous acquisition: Unrestricted GENERAL REQUIREMENTS The Contractor shall provide support to MCWL/FD under the Center for Emerging Threats and Opportunities (CETO) as set forth in the designated task areas with specific priorities established and/or revised as required. In-depth knowledge is required in the following areas: •· National Security and National Military Strategy and policy. •· Current and future environments in which the United States (US) military forces will operate. •· Military force development, experiments and employment concepts and issues, including the technology trends and developments which are likely to impact such force development and employment. •· Global economic, demographic, political, and geopolitical trends and developments that may impact future Marine Corps warfighting capabilities. •· Marine Air Ground Task (MAGTF) operations to include specialized knowledge of the organization, employment, and composition of the individual elements of the MAGTF. The Contractor shall be responsible for ensuring the accuracy, timeliness, and completion of all tasks under this effort. The Contractor's personnel assigned to this work shall perform all of the tasks set forth in the Personnel Requirement section and provide the associated technical and/or program management products/deliverables, as required by this PWS. Tasks specified in the Personnel Requirements section are not necessarily sequential; thus several may be ongoing at any given time during the period of performance. SECURITY REQUIREMENTS: Security Clearance. The Contractor shall take all necessary steps to assure that Contractor and any Subcontractor personnel performing under this contract are persons of professional and personal integrity and trust and meet all other requirements stipulated in this PWS. The Contractor shall be responsible for ensuring all contract personnel are US citizens and if necessary possess an in-scope, favorable National Agency Check with Law and Credit (NACLC) investigation or higher adjudicated for SECRET eligibility without conditions, exceptions, or waivers at the time of award and throughout the performance under this contract. Under the Research Support requirement, it is anticipated that only one (1) individual will require Top Secret/Sensitive Compartmentalized Information (TS/SCI) access. The Contractor shall be responsible for ensuring the individual is a U.S. citizen and possesses an in-scope, favorable, Single Scope Background Investigation (SSBI) adjudicated for Top Secret (TS) with Sensitive Compartmented Information (SCI) eligibility without conditions, exceptions, or waivers at the time of award and throughout the performance under this contract. The Contractor shall ensure it, and any subcontractors, have completed all Contract Security Classification Specification Department of Defense (DD) Form 254 requirements prior to commencing any work under this contract. The Government will not be responsible for getting subcontract companies cleared through any security measures, which shall remain the responsibility of the Contractor. Physical Security. The Contractor shall safeguard all Government property and information provided in performance of this contract. Contractor employees shall be subject to all MCIA security procedures and any other applicable installation access and security regulations. Facility Clearance. The Contractor shall ensure that employees are on the approved Government access list prior to entering any access controlled area. The Contractor shall notify the Government by written notice within twenty-four (24) hours of Contractor personnel are to be added or removed from the access control list. Place of Performance. For SECRET-level topics accessed on SECRET Internet Protocol Router Network (SIPRNET), the Contractor performance will be at 3255 Meyers Avenue (Newlin Hall) aboard Marine Corps Base Quantico, Virginia. For TS/SCI-level topics accessed on Joint World-wide Intel Communication System (JWICS), the Contractor performance will be at 3300 Russell Avenue (General Raymond G. Davis Center) aboard Marine Corps Base Quantico, Virginia. Periodicity of Performance. The Contractor will access SECRET-level topics and functional areas on a daily basis to review documents and conduct research or communicate with external partners. The Contractor will access TS/SCI-level topics and functional areas on a weekly basis to review documents and conduct research or communicate with external partners. Contractor Management. Contractor Management. The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel, as well as any subcontractor efforts used in performance of this effort. The Contractor's management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective support, performed in accordance with the requirements contained in the PWS. In case of unsatisfactory Contractor performance, the Contractor will take appropriate corrective action within ten (10) business days of formal notification to correct the problem as identified by the COR. In the event that the problem remains unresolved in excess of ten (10) business days, the KO will be notified by the COR so that appropriate action is taken, to include employee removal from current contract if warranted. The Program Manager shall ensure that all Government owned property and accesses are returned or removed to the COR should a Contractor employee be removed. The Contractor shall fill any positions that become vacant within a period of ten (10) business days. Any delays in filling such vacancies past the ten (10) business day period must be approved by the KO. It is essential that the Contractor be capable of providing a workforce capable of meeting the broad extent of technical expertise required, as well as demonstrating a suitable management approach to performance. SPECIFIC REQUIREMENTS: Task 1 - Program Management Support. The Contractor shall provide on-site Program Management to support the following specific tasks: •· On-site management of the Contractor's personnel supporting FAD/MCWL/FD. •· Reviewing and delegating tasks assigned to the Contractor's personnel. •· Facilitating Government-Contractor communications, providing a primary technical and managerial interface between the Contractor and the Government. •· Serving as the liaison between the Government and the Contractor's office to identify and resolve any problems, questions, or issues of concern that exist or may arise. •· Availability during normal working hours, as specified herein and have the ability to meet with government personnel within twenty-four (24) hours after notification by the KO or COR of any problem and/or significant issue. •· Meeting with the KO and/or COR as necessary to maintain satisfactory performance and to resolve other issues pertaining to Government/Contractor procedures. At these meetings, a mutual effort will be made to resolve any and all problems identified. The Contractor shall prepare and provide written minutes of these meetings to be signed by the COR, and submitted to the COR within two (2) workdays of the subject meeting. •· Assist in providing other support to FAD/MCWL/FD as required, to support its overall mission, e.g. fast-response reports, facilitation of ad-hoc meetings, etc. •· Compiling and providing monthly and annual/final reports. Task 2 - Research Support. Research Support shall align to the four (4) primary elements of the Marine Air-Ground Task Force (MAGTF) i.e., Command Element, Ground Combat Element, Aviation Combat Element, and Logistics Combat Element. The Contractor shall support this in performance of the following specific tasks: •· Planning, conducting, and participating in academic forums such as seminars, conferences, and workshops locally, regionally, nationally, and internationally. •· Advising government Project Officers on related research topics. •· Providing support to assist in developing information briefings, reports, plans, and recommendations for DOTMLPF changes to combat capabilities, warfighting concepts, experimentation, wargaming, and science and technology investments. •· Coordinating with internal and external agencies and developing relationships with various experts from within the military services, the interagency, industry, academia, think tanks, major educational institutions, science and technology organizations, non-traditional sources, and appropriate international groups or agencies. •· Conducting "horizon scanning" of the emerging future environment for indications of change that may be strategically significant to the Nation, DOD, and the Marine Corps. •· Identifying global long-range strategic patterns and trends for emerging threats, challenges, opportunities, technologies, adversaries, allies, partners, and regions with high potential for conflict and instability. •· Conducting independent research and analysis of national and international forecasts, social, technological, economic, environmental, political, informational, and military topics of potential strategic significance to the Nation, DOD, and the Marine Corps. •· Preparing authoritative, publishable articles, commentaries, assessments, and staff products. Task 3 - Foresight Support (Optional). Foresight Support shall sustain several portfolios detailing an extensive Foresight Network that spans the spectrum of US and allied military organizations, governmental agencies, academia, industry, and trends. Portfolios are aligned with the following three (3) elements of the MAGTF i.e., Ground Combat Element, Aviation Combat Element, and Logistics Combat Element. The Contractor shall support this performance of the following specific tasks (upon availability of funding): •· Coordinating with internal and external agencies across foresight "communities of interest" and developing relationships with various experts from within the military services, the interagency, industry, academia, think tanks, major educational institutions, science and technology organizations, non-traditional sources, and appropriate international groups or agencies. •· Planning, conducting, and participating in academic forums such as seminars, conferences, and workshops locally, regionally, nationally, and internationally. •· Advising government Project Officers on related research topics. •· Providing support to assist in developing information briefings, reports, plans, and recommendations for DOTMLPF changes to current combat capabilities, future warfighting concepts, and experimentation. •· Conducting "horizon scanning" of the emerging future environment for indications of change that may be strategically significant to the Nation, DOD, and the Marine Corps. •· Defining, analyzing, and assessing plausible long-range future security environments on a rolling time horizon 15-30 years into the future. Identifying global long-range strategic patterns and trends for emerging threats, challenges, opportunities, technologies, adversaries, allies, partners, and regions with high potential for conflict and instability. •· Conducting independent research and analysis of national and international futures forecasts, social, technological, economic, environmental, political, informational, and military topics of potential strategic significance to the Nation, DOD, and the Marine Corps. •· Providing authoritative, publishable defense program assessments and analytic products providing insights, ideas, and recommendations that inform the future force and aid in the development of future concepts and capabilities. Task 4 - Administrative Support. The Contractor shall support the following specific tasks: •· Planning, conducting, and participating in forums such as conferences and workshops. •· Providing administrative support to assist in developing information briefings, reports, plans, and information products. •· Maintaining records, files, and reference data bases to support ongoing research efforts. Task 5 - Surge Support (Options). To be used for emerging short term requirements (usually several months in duration) for additional Research Support and Subject Matter Expertise (SME) Support. •· Research Support. (In support of Task 2) The Contractor shall provide increased support of tasks associated with Task 2. •· SME Support. The Contractor shall provide appropriate surge SME capabilities to address specific related issues of concern or project requirements in support of CG MCWL/Director, FD, Task 2. PERSONNEL REQUIREMENTS: General. The Contractor shall provide the Futures Assessment Division/Marine Corps Warfighting/Futures Directorate (FAD/MCWL/FD) with comprehensive capabilities to support performance requirements of CETO. The Contractor must collectively possess comprehensive knowledge of the Marine Corps, its missions, force structure, tactics, techniques, procedures, doctrine, and Marine Corps military systems, to include reconnaissance, psychological operations, urban operations, non-lethal capabilities, and Command, Control, Communications, Computers, and Intelligence (C4I). The Contractor must possess knowledge of Marine Corps warfighting concepts, the Future Force Implementation Plan (FFIP), and associated Navy, Joint, and Department of Defense (DOD) capabilities development processes. All personnel must possess the ability to read, write, speak, and understand English. All personnel must be able to travel in order to attend meetings and conferences, deliver briefings, facilitate discussions, and observe exercises as determined by the Government. All personnel must possess intermediate computer skills and be well versed in Microsoft (MS) Office software. All personnel must perform and maintain annual training requirements for computer network and security access, via the Marine Corps Enterprise Network (MCEN). This may include, but not limited to, Annual Cyber training and/or derivative classifier training. The Contractor shall fill any positions that become vacant within a period of ten (10) business days. Any delays in filling such vacancies past the ten (10) business day period must be approved by the Contracting Officer (KO). It is essential that the Contractor be capable of providing a workforce capable of meeting the broad extent of technical expertise required, as well as demonstrating a suitable management approach to performance. Key Personnel. The Contractor must address the relevant background and experience of Key Personnel and demonstrate their related experience, expertise, qualifications, and direct correlation to the PWS requirements via submission of individual resume or curriculum vitae (CV). Per this PWS, there are five (5) specified and one (1) optional Key Personnel billets, as follows: Ø One (1) TS/SCI eligible Research Fellow. (In support of Task 2) •Ø Education/Clearance. Contractor shall have an advanced degree (Masters or higher) or successful completion of a resident Service War College in Professional Military Education, as well as a Bachelors or Advanced degree in National Security Affairs, International Relations, Engineering, Sciences, or other related fields is desired. Contractor shall have an up-to-date TS/SCI-level clearance. •Ø Qualifications. Contractor shall have at least twenty-five (25) years of military experience, to include having held a command billet at battalion level or higher. Military experience and skills in MAGTF operations, to include experience in Joint and Combined operations; prior experience in conducting in-depth research, complete and definitive analysis, and thorough review and documentation of analytical findings, courses of action, and conclusions; experience in inter-agency operations; combat development or defense acquisition; and proven capability to think, analyze, and write clearly and concisely. •Ø Specialized Skills. Contractor shall be capable of interacting with senior military officers and government civilians. •Ø The TS/SCI eligible Research Fellow shall hold an up-to-date TS/SCI eligibility clearance without any special limitations that restrict access. The Contractor shall review documents and conduct research or communicate with external partners at the TS/SCI-level across the topics and functional areas of cyberspace operations, MAGTF electronic warfare (EW), and/or information operations (IO). Ø Four (4) additional Research Fellows. (In support of Task 2) •Ø Education/Clearance. Contractor shall have an advanced degree (Masters or higher) or successful completion of a resident Service War College in Professional Military Education as well as a Bachelor or Advanced degree in National Security Affairs, International Relations, Engineering, Sciences, or other related fields is desired. Contractor shall have at a minimum, an up-to-date SECRET level clearance. •Ø Qualifications. Contractor shall have at least twenty-five (25) years of military experience, to include having held a command billet at battalion level or higher. Ø One (1) Lead Foresight Analyst. (In support of Optional Task 3, upon availability of funding) •Ø Education/Clearance. Contractor shall have a Bachelor or Advanced degree in National Security Affairs, International Relations, Engineering, Sciences, or other related fields as well as successful completion of a DOD Service Intermediate Level School, a tour at a credible defense related think tank, or Federally Funded Research and Development Center (FFRDC); successful completion of, or ability to complete within the first six (6) months of employment, a Professional Certificate in Foresight course. Contractor shall at a minimum, an up-to-date SECRET level clearance. •Ø Qualifications. Contractor shall have fifteen (15) years of military experience of which a minimum of two (2) years must be specialized in the analysis, statistical interpretation, and reporting of military operational data; or demonstrated experience in a civilian or defense think tank, FFRDC, DOD Service Intermediate Level School, or equivalent. Contractor shall have capability to write and publish credible defense related products in authoritative academic, public, or defense publications; and experience and familiarity with National Security Strategy, National Military Strategy, Roles and Missions, Quadrennial Defense Review, and associated top level defense related issues and processes. •Ø Specialized Skills. Contractor shall have capability to develop, articulate, and publish conceptual or strategic level products. •Ø Contractor shall ensure support of the foresight portfolios aligns with the following three (3) elements of the MAGTF i.e., Ground Combat Element, Aviation Combat Element, and Logistics Combat Element Substitution of Key Personnel. The Contractor hereby agrees to assign to the contract those persons whose resumes or CVs were submitted with this proposal who are necessary to fill requirements of the contract. The Contractor agrees that during the first one hundred twenty (120) days of the contract performance period, no personnel substitutions shall be permitted unless such substitutions are necessitated by an individual's sudden illness, death, or termination of employment. In any of these events, the Contractor shall promptly notify the KO and COR in writing, and provide the information required as stated below. This written notification shall be submitted at least ten (10) business days, thirty (30) calendar days if a security clearance is to be obtained, in advance of the proposed substitutions to the KO and COR. Personnel assigned by the Contractor to perform services under this contract shall be acceptable to the Government in terms of personal and professional conduct. Should the continued assignment of any person in the Contractor's organization be deemed by the COR to conflict with the interest of the Government, that person shall be immediately removed from the assignment, and the reason for removal shall be fully explained in writing by the KO. Employment and staffing difficulties shall not be justification for failure to meet established schedules, and if such staffing difficulties impair performance, the Contractor may be subject to default. If a dispute arises, the KO shall have the final decision. All requests for substitutions must provide a detailed explanation of the circumstances necessitating the proposed substitutions; a complete resume or CV for the proposed substitute, and any other information requested by the KO to approve or disapprove the proposed substitution - without the KO approval, substitutions cannot be made. All proposed substitutes must have qualifications that are equal to or higher than the qualifications of the person being replaced. The KO shall evaluate such requests and promptly notify the Contractor of his recommendation. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541990 with the corresponding size standard of $15M. This Sources Sought Announcement is requesting responses to the following criteria from all sources that can provide the required services under the NAICS Code. Other appropriate NAICS codes to provide the required services can be listed within the capability statement. Criteria by which each response will be assessed includes: 1) Past performance of contractual work in keeping with similar scope of the identified task objectives; 2) MAGTF representation; 3) Potential ability of respondent to replace contractors within ten (10) working days if a position becomes vacant; 4) Ability to obtain the requisite expertise and experience for key personnel; and 5) Intent for on-site or off-site support. Additionally, to assist MCINCR-RCO in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide detailed information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and how those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.
