- This is a sources sought Performance Work Statement for Wind Tunnell BPA award within a 50 mile radious of JBLM WA. PERFORMANCE WORK STATEMENT (PWS) General Information 1. GENERAL: This requirement is for the use of Vertical Wind Tunnel training for certification and remedial training. This training is used to train free-fall skills for MFF MTOED Teams to improve the capabilities of 1st SFG (A) MFF ODA / ODG / RSE Teams to conduct low-signature infiltration in a hostile or denied area in support of METL tasks. Using the tunnel, MFF ODA / ODG / RSE Teams can train on critical skills with certified coaching to help fine-tune individual and team formation skills, practice emergency procedures, and refine NVG procedures to maximize their ability to complete Level 1 Requalification training events. a. Description of Service: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform (day/night) the static line and freefall jump services as defined in this Performance Work Statement, except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract. 2. Scope of Work: a. The contractor shall comply with applicable Federal, State, and local laws, regulations, codes, technical manuals, manufacturer's instructions and recommendations, and acceptable commercial practices in the delivery of the required services. b. The contractor shall provide the facility, wind tunnel and all equipment to include but not limited too (Helmet, WndTunnel Flight Suit, Eye and Ear Protection. Each hour purchased will include wind tunnel support staff to operate the tunnel as well as a static safety to assist with tunnel entrance/exits. c. The contractor shall provide 65 hours of access to the Vertical Wind Tunnel in order to facilitate training. The SFASC MFF Detachment will provide coaches in order to run training for MFF ODAs/ODGs/RSEs. The testing modality in regards to this training is IAW TC 18-11. The vendor must compliment the training strategies/approach to meet the end state proficiency requirements. This includes, but is not limited to flying with Combat Equipment and Night Vision Goggles. d. The contractor instructors must be able to provide the following cources i. Military Tunnel Coach Qualification Course (AOC Instructed) -Discus general wind tunnel coaching techniques -Explain / Demonstrate basic horizontal flight skills -Explain / Demonstrate basic back flying skills -Explain / Demonstrate basic walking techniques ii. MFF ODA/ODG/RSE Level 1 Train Up (AOC Instructed) -Basic body stabilization and air movement techniques -Review and perform emergency procedures while maintaining stability -Review and perform emergency procedures while incorporating NODs and maintaining stability -Review and perform emergency procedures while incorporating NODs and combat equipment, and maintaining stability -Familiarize with alternate body positions and perform instability drills iii. MFF ODA/ODG/RSE Body Stabilization Sustainment Training -Basic body stabilization and air movement techniques -Review and perform emergency procedures while maintaining stability -Familiarize with alternate body positions and perform instability drills 3. Vendor Requirements: a. The vendor must be located within 50 miles of JBLM, WA. b. The vendor must provide the following equipment per person each day of training: i. Helmet ii. Wind Tunnel Flight Suit iii. Eye / Ear Protection c. Each hour purchased will include wind tunnel support staff to operate the tunnel as well as a static safety to assist with tunnel entrance/exits. d. The Vendor will provide basic tunnel flight suits, helmets, and goggles. i. Each using unit will provide their own required training equipment to be used in the tunnel (Ruck Sack, Tunnel Rig, Etc.). ii. The Free Fall Detachment will be responsible for providing a qualified wind tunnel coach for non-certified personnel iii. The MFF Detachment will provide qualified wind tunnel coaches who will conduct / advise the teams' training. 4. Period of Performance: The period of performance shall be from 17 September 2017 - 16 September 2018. Total hours will not to exceed 65 hours per year. a. General Information i. Federal Observed Holidays: The contractor is not required to perform services on the following holidays. New Year's Day Labor Day Martin Luther King Jr.'s Birthday Columbus Day President's Day Veteran's Day Memorial Day Thanksgiving Day Independence Day Christmas Day i. Hours of Operation: The Contractor is responsible for conducting business, between the hours of 9 A.M. and 5 P.M. Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. ii. Place of Performance: The work to be performed under this contract will be performed at vendors locations which cannot exceed 50 miles of JBLM, WA. iii. Emergency Services The Contractor shall have competent personnel trained and capable of dealing with minor personnel injuries. The Contractor or their employees shall immediately notify their supervisor of any accident requiring emergency medical treatment. The Contractor will, in turn, notify the KO or COR within 30 minutes of the incident. 5. Narrative Description of Training Objectives: 6. Support Objectives. a. Implement Vertical Wind Tunnel Training into Level 1 Proficiency and Sustainment Training. b. Support ODA/ ODG/ RSE teams operation requirement to sustain Military Free Fall Training and Techniques Proficiency. c. Coach the 1st SFG (A) MFF ODA / ODG / RSE Teams in Body Stabilization techniques. d. Develop all risk assessments as needed regarding the Vertical Wind Tunnel Training Program e. Develop 1st SFG (A) Vertical Wind Tunnel Training Program Standing Operating Procedure (SOP). f. Develop 1st SFG (A) Advanced Wind Tunnel Coach Training Program Qualification Database. 7. Quality Control: The following are measures that will be used to ensure quality control of this contract. a. Direct oversight of the program by the 1st Special Forces Group (Airborne) Advanced Skills Company Air Operations Cell NCOIC and Military Free Fall Detachment NCOIC conducting periodic checks ensuring all outline tasks are met to standard. b. The COR will conduct unannounced site visits at the training facility during 1 SFG (A) ODA / ODG / RSE Training to ensure the Vertical Wind Tunnel Training Program is conducted to standard. c. Each training event taught involves various collective tasks supported by Special Operations Senior NCO's who were previously trained in a wind tunnel during the Vertical Wind Tunnel Advanced Coaching Course and are certified as military instructors. d. Every training event is supported by a Critical Task List, Soldiers must perform these tasks to standard in order to pass (reference TC 18-11 and the SFASC MFF Detachment Vertical Wind Tunnel SOP). 8. eCMRA Reporting Requirments: a. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the U.S. Army Special Operations Command (USASOC) via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://dodcmra.hqda.pentagon.mil. b. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
