- NOAA's Acquisition & Grants Office, SIAD Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Penn State to ensure that the user community is ready for GOES-R (Geostationary Operational Environmental Satellite-R) and JPSS (Joint Polar Satellite System) products immediately after launch. Air Quality Proving Ground (AQPG) is one the PGs that is tasked to prepare the user community for using aerosol products in air quality applications. The goals of this study are to demonstrate identified GOES-R Advanced Baseline Imager (ABI) and Suomi National Polar Partnership (S-NPP) Visible Infrared Imaging Radiometer Suite (VIIRS) surrogate air quality related products in near real-time so the air quality user community can use, get familiar with, test, and evaluate the products and provide constructive feedback to algorithm/product developers on the value and needed changes to products for increased utility. This contractor has unique experience in the services needed. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
