- Under the Authority of Federal Acquisitions Regulations, Par 6, Subparts 6.301 and 6.302, The U.S. Census Bureau, on behalf of the Bureau of Economic Analysis (BEA), intends to contract with JD Power and Associates, on a sole source basis to provide data that may be used to estimate dollar value of improvements in telecommunication services to households in order to construct new deflators for the national accounts. It is important that BEA continually strives to develop new and improved deflators used in the national accounts to obtain estimates of real Gross Domestic Product (GDP) that are used to obtain a large and growing segment in the national accounts. Product innovation in ICT goods and services pose special challanges in constructing those deflators. Telecommunication services (both wired- cable, telephone and broadband- and wireless) provided to households by telecommunicaations carriers is a large and growing segment of Personal Consuption Expenditures and an area where the price deflators that BEA uses are thought to be deficient. The BEA believes the surveys administered by JD Power and Associates are the only surveys that BEA has found that have been conducted every year back to at least 2005 (which is important for measurement of trends over time); has a sample design that allows for the construction of nationally representative statistics; contains individual-level information (hundreds of variaables) on the use, characteristics, and prices paid by households for wireless (including devices) and wireline communication services. The data will be delivered 30 days from date of award. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the BEA's needs. Detailed capabilities must be submitted to Lisa Safewright at email address lisa.r.safewright@census.gov by August 28, 2017. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract will be issued to JD Power and Associates without further notice.
