Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E224, Bethesda, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Cancer Center Research (CCR), Center for Biomedical Informatics and Information Technology (CBIIT) plans to procure on a sole source basis a Cancer Informatics Special Journal Feature in collaboration with the American Association for Cancer Research (AACR), Cancer Research Publishing Division, 615 Chestnut Street, 17th Floor, Danvers, MA 01923-4502. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1 (b)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System (NAICS) code is 511120 and the business size standard is 1,000. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be as follows: 12 months from date of award It has been determined that there is no opportunity to acquire green products or services under this contract. The cancer research field is undertaking studies that are generating ever larger and more complex data sets and the challenges in analyzing these data are creating a "digital divide" in the oncology research community. The NCI is working to bridge the digital divide caused by the generation of larger and more complex data sets by investing in informatics, data resources, and analytical tools designed to accelerate cancer research. The American Association for Cancer Research (AACR) journal Cancer Research has agreed to contribute to the NCI's efforts in this area by publishing a special feature devoted to communicating these valuable resources to the wider cancer research community. Investigators from all NCI's major informatics programs will be contributing for the special feature: Informatics Technology for Cancer Research (ITCR), NCI Cloud Pilots and Genomic Data Commons (GDC). This publication will allow the NCI to provide users access to "Free to Read" service to make thirty-two issue(s) freely available for the cancer research community. The Contractor's publishing division is one of the most influential journals in cancer research, citation frequency (impact factor) 8.5 ranks the journal second in the Oncology category (AACR Journal Metrics). 1.0 SCOPE The Contractor shall agree to contribute to the NCI's efforts in this area by publishing a special feature devoted to communicating these valuable resources to the wider cancer research community. Investigators from all of the NCI's major informatics programs will be contributing for the special feature: Informatics Technology for Cancer Research (ITCR), NCI Cloud Pilots and Genomic Data Commons (GDC). 2.0 REQUIRED ITEMS The items required, or equivalent, are as follows: the Contractor shall coordinate the invitation, the review and publication of the NCI informatics special issue papers. 3.0 SALIENT CHARACTERISTICS The NCI intends to purchase the publish of a special feature devoted to communicating valuable informatics resources to the wider cancer research community. 4.0 SUPPORT AND MAINTENANCE The Contractor shall provide the following support: if any coordination of the invitation, review and publication of the NCI informatics special issue papers. 5.0 DELIVERY All delivery and installation fees shall be included in the quote. The instrument shall be delivered within 30 days of purchase order award. The contractor shall deliver and install the equipment at the following address: 6.0 CONTRACT TYPE This is a firm fixed price task order. 7.0 PLACE OF PERFORMANCE Services shall be provided at the Contractor's facility, unless onsite response is needed to continue operations. The NCI address is: National Cancer Institute, (NCI) Center for Biomedical Informatics and Information Technology (CBIIT): 9609 Medical Center Drive Rockville, MD 20850 8.0 ONSITE SECURITY REQUIREMENTS There are no onsite security requirements. 9.0 INSPECTION AND ACCEPTANCE CRITERIA Pursuant to FAR clause 52.212-4, all work described in the SOW to be delivered under this contract is subject to final inspection and acceptance by an authorized representative of the Government. The authorized representative of the Government is the Contracting Officer's Representative (COR), who is responsible for inspection and acceptance of all services, materials, or supplies to be provided by the Contractor. This is not a solicitation for competitive quotations. However, if any interested parties, especially small businesses, believe they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00AM EST on August 24, 2017. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification on Sam.gov, www.sam.gov. No collect calls will be accepted.
