- Under the Authority of Federal Acquisitions Regulations, Par 6, Subparts 6.301 and 6.302, The U.S. Census Bureau, on behalf of the Bureau of Economic Analysis (BEA), intends to contract with Metafacts, Inc., on a sole source basis to provide data that may be used to refine price deflators for the national accounts using Technology Use Panel (TUP) in Personal Comsumption Expeditures (PCE). It is important that BEA continually strives to obtain data that may be used to impute the price deflators for the national accounts. The TUP survey is a nationally-representative household survey that contains highly detailed information on the devices and services purchased by households, the attributes of the goods, prices paid, and period of purchase. This procurement would allow BEA access to all of the variables in the dataset for the 2001-2015 waves of the survey, information that BEA could use to construct a long time-series of new price deflators. BEA believes the TUP survey admininstered by Metafact is the only survey that is conducted every year, has a sample design that allows for the construction of nationally representative statistics, and contains individual-level information (hundreds of variables) on the use and cost of technology products at a very granular level. These factors make them uniquely qualified to provide the services set forth in the SOW. The period of performance for this award will be from date of award for a period of one year. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet BEA's needs. Detailed capabilities must be submitted to Lisa Safewright at email address lisa.r.safewright@census.gov by August 28, 2017. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract will be issued to Metafacts Inc. without further notice.
