Description
Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG5405S17AA06 is being issued as a Request for Quotes RFQ. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2006-86. The NAICS code applicable to this acquisition is 541712. The service contract act applies. Wage determinations can be found at https://www.wdol.gov/sca.aspx#0. Acquisition is full and open and not restricted to any business size. The USDA, ARS, SEA, Avian Disease and Oncology Laboratory, East Lansing, MI, has a requirement/need to purchase a service to Process RNA Sequencing. THE MINIMUM REQUIREMENTS INCLUDE: Specifications for single cell RNA sequencing • 12 samples (chicken splenic lymphocytes) to be processed. • Samples must be prepared by 4 hours after receipt. And due to the need for the samples to be kept unfrozen and processed very quickly after recovery from the animal to preserve RNA integrity, the service core facility needs to be within 2 hours driving distance of East Lansing, MI. • Each sample needs a minimum of 5,000 cells to be individually sorted and have a library prepared with unique barcodes. • Once the library has been prepared, each cell should be sequence with at least 40,000 75 base length, paired end reads on an Illumina platform. • Results should be transferred to a hard drive provided by the customer within 3 weeks after receipt of the samples. DESCRIPTIVE LITERATURE: Offerors shall submit a brief description of protocol and at least two references describing their proposed service in enough detail to ascertain whether the service meets the criteria listed above. REJECTION OF QUOTE: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered. The attached provisions and clauses apply to this acquisition and can be found in full text at http://www.acquisition.gov/comp/far/index.html. Offerors must be registered in the System for Award Management SAM Database in order to receive an award. The website address for registration is; http://www.samr.gov SHIPPING: FOB Destination. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1. a Quote on company letterhead detailing the item description, and unit price per item and total price; 2. Description of protocol; 3. At least 2 references. DELIVERY TO: USDA-ARS-MWA-Admin, 4279 E. Mt. Hope Rd., East Lansing, MI 48823. QUOTE PRICE MUST INCLUDE: any freight or shipping, as well as any applicable duties, brokerage, or customs fees. EVALUATION & AWARD FACTORS The Government will award a contract resulting from this solicitation to the responsible Offeror (s) whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Offers will be evaluated on price. Any amendment and documents related to this procurement will be available electronically at the Internet site: http://www/fbo/gov.
