- Request for Information The Air Force Life Cycle Management Center (AFLCMC) Special Operations Forces/Personnel Recovery (SOF/PR) Division, Robins AFB, GA is conducting a market survey to identify potential industry sources capable of providing Contract Depot Level Repair, logistics, engineering support, configuration management, and program management of the AN/AAQ-39 Electro-Optical/Infrared (EO/IR) turret system developed by Lockheed Martin Missile and Fire Control, Orlando, FL (LMMFC-O). This Request for Information (RFI) is for planning purposes only; this is not a request for Quotations or Proposals. No solicitation document exists and a formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not be liable for payment of any response preparation expenses nor does the Government intend to pay for the information submitted to this response. The interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The AN/AAQ-39 EO/IR system is currently installed on the AC-130U aircraft. The AN/AAQ-39 is a highly sophisticated, unique electro-optical sensor system designed to support Intelligence, Surveillance, and Reconnaissance (ISR) from medium to high altitude missions. It also provides target designation and line-of-sight (LOS) data inputs to the AC-130U mission computers to support weapons delivery. LMMFC-O is a large business and the Original Equipment Manufacturer (OEM) of the AN/AAQ-39 EO/IR sensor system. LMMFC-O is the current provider of maintenance/repair services, hardware and software support, configuration management, field support, engineering, and procurement. The OEM has sole ownership of the AN/AAQ-39 Technical Data Package (TDP). The Government is attempting to identify potential sources capable of meeting the following requirements in support of the fielded AN/AAQ-39 EO/IR systems: 1) The source will be required to provide Depot Level Repair of the AN/AAQ-39 turret, Common Turret Electronics Unit (CTEU), Video Control Panel, Laser Control Panel, Systems Panel, Turret Interface Assembly (TIA), Power Distribution Assembly (PDA), Power Converter and other subassemblies/components installed in these systems to include all parts and labor, testing of repaired turrets/Line Replaceable Units (LRUs) to verify functional operability, calibration and adjustments of the turret/LRUs with a maximum 45 day Repair Turn Around Time (RTAT). 2) The source will provide engineering support for the AN/AAQ-39 EO/IR systems. 3) The source will provide configuration management for the AN/AAQ-39 EO/IR systems. 4) The source will provide on-site Field Service Representative (FSR) support and depot repair services at Hurlburt Field, FL, as required. 5) The source will provide software and hardware support of the AN/AAQ-39 EO/IR systems. 6) The source will provide management of identified Government Furnished Materials (GFM), Government Furnished Property (GFP) and Government Furnished Equipment.
