Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure Jackal Unmanned Ground Vehicles with MICO Manipulators and all-terrain capabilities. These robotic systems will be used for developing algorithms and capabilities for automation of various construction activities. The systems will be used to develop capabilities in a bench-scale environment. They will be used in an area with limited available space and must be stored onsite in a lockable cabinet. They must not be any larger than 20.25" D x 35.5" W x 67.25" H and must meet OSHA requirements for single-man lift, a maximum of 51 lbs. The manipulator must have a minimum reach of 2 ft. The system must run on open-source software (or software that the government shall have access to the source code and rights to modify and use the software). The systems must be compatible with the Robot Operating System (ROS) for the research team's algorithms to be transitioned to larger platforms. The systems must meet EPA requirements, IPX2 and IP52, so that we can utilize them on government installations. The team has conducted market research to determine the product(s) that meet all of these requirements, a small, fast, unmanned ground vehicle that is fully integrated with ROS with compatibility for multiple sensors and accessories that will be required for R&D. The Clearpath Jackal Unmanned Ground Vehicle with MICO Manipulator, manufactured by Clearpath Robotics Inc, is the only known item that meets the required specifications. Therefore, ERDC-CERL intends to sole-source this requirement to Clearpath Robotics Inc. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 333999 which has a size standard of 500 Employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than 25 August 2017 at 12:00PM, Central Standard Time (CST), to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
