Description
In accordance with FAR Part 13 and 6.302-1(a)(2), the Federal Emergency Management Agency (FEMA) intends to award a sole source contract under FAR 6.302-1 "only one responsible source and no other supplies or services will satisfy agency requirements." This is not a request for proposals. The North American Industry Classification System Code (NAICS) is 541519. FEMA intends to award this contract to Airbus DS Communications, Inc., Brentwood, TN 37027. The contract is for installation technical services and hardware (Dialogic cards, cables) manufactured by Airbus DS Communications, Inc. FEMA Directive 262-3 dated 11-03-11 designates the ENS system as the official FEMA solution for emergency notification. No other notification systems have been authorized for FEMA use. This system is provided by Airbus DS Communication, Inc. and is known as the VESTA® Communicator. Installing and uploading another product from another contractor will void the warranty with Airbus DS Communications, Inc. and possibly create interoperability issues. FEMA requires an authorized service provider of VESTA® Communicator to perform these services. The contractor must possess an active TS Facility clearance and be able to provide personnel with active TS clearances. The contractor shall not modify any current VESTA® Communicator or FEMA configuration settings external or internal to the existing systems including passwords and user accounts. FEMA is aware of no other firm, other than Airbus DS Communications, Inc. that can provide the type of services and software maintenance described here. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice. This is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining if other potential sources for these services exist. FEMA will not be responsible for paying for any of the costs incurred or associated with the development of any responses submitted to this posting. However, any firm that believes it is capable of providing these services, and is an authorized service provider of VESTA® Communicator, shall e-mail a Statement of Capabilities to Ryan Owings at ryan.owings@fema.dhs.gov
