- The purpose of this amendment is to post the Site Visit sign in sheet, post all answered RFI s and to extend the Bid Opening Date from: August 21, 2017 to August 28, 2017 at 10:00am QUESTION: Can we utilize the elevators at GG136 and GG 137? RESPONSE: Elevator GG136 and GG137 is available for the use of transporting people and equipment only. Transporting of dirt and spoils is prohibited. The Contractor must not over load the elevators as weight limitations of the elevator must be taken into account for transporting equipment. When transporting equipment only 1 elevator at a time will be available for use. The Contractor cannot exclusively block usage of the elevators. The elevators must at all times also be available for VA Staff and Patient use. QUESTION: Can we arrange another site visit to look at the work again? RESPONSE: No additional site visits will be held QUESTION: Can the use of electric hammers be authorized to chip small amounts of concrete where saw cutting is either not possible or impractical? RESPONSE: Yes, this is acceptable but needs to be coordinated with the VA for hour during which this work needs to take place. QUESTION: Can the sound insulated barrier shown in Phase IX be moved to the # 5 line until all work is completed for the concrete wall with soil infill. Upon completion the insulated wall can be moved to the position shown on the drawings. RESPONSE: The concrete wall with Soil Fill is to be completed during Phase VII. See phase diagram hatch showing location of work on the PHASE VII Diagram. QUESTION: On the demo notes ( # 7) the phrase Over Cut is used. This is very nebulous? Can this be more precisely defined? RESPONSE: This means that the contractor should review the construction drawings prior to making the cuts as dimensioned on the demolition plans. This is so that you can accommodate any installation of furrings / door frames required to maintain clear dimensions shown on the construction plan. QUESTION: Will there be third party inspectors for this project? Examples: Jacobs Engineering, RK&K? Or will the inspectors be staff from the VA? RESPONSE: There will be VA inspections QUESTION: May contractor employees use the toilet facilities on site? RESPONSE: Yes, please coordinate with owner which restrooms will be made available for use. QUESTION: The specifications call for a separate trailer for the Resident Engineer (Page 01-00 00-20 23. Is this requirement still requested for this project? RESPONSE: No, this is not still required QUESTION: What is the in-situ backfill material on page AD-102. Since there has been extensive settlement perhaps there could be construction debris mixed in and caused the settlement. RESPONSE: This information is not known nor shown on any existing building drawings. QUESTION: Section 01 00 00 1.35-C says TRIRIGA access and payment through https://valicensing.oncfi.com/. That website now says Procurement for TRIRIGA Access is no longer mandatory. Please contact your VA TRIRIGA project team to have support setup your access. What will be the process for getting access? If there is a licensing cost, what is the cost per seat? RESPONSE: Tririga is no longer mandatory and is not required for this project. QUESTION: For the Schedule, is P6 R8.2 (.XER) an accepted file format? RESPONSE: Provide a PDF s and a hard copy of the schedule. Can the bid due date be extended? Subcontractors would like additional time to prepare proposals. RESPONSE: Yes the Bid opening date will be extended from August 21 to August 28, 2017 at 10 am Location will be the same. Page 15 of the solicitation states Each phase of construction will need to be coordinated with the VA project manager to determine the acceptable hours of construction. Can you provide more detail as to the expected hours of construction in each phase/area of the project? RESPONSE: Standard Hospital working hours are from 7am to 4pm. However depending on the type of work required and the phase the contractor will be required to coordinate acceptable hours of construction. QUESTION: The drawings and specifications mention asbestos removal. Is there an Environmental Report giving the locations of the asbestos and any air monitoring that was conducted. RESPONSE: There is an Environmental Report giving the locations of the asbestos. There is not a report for any air monitoring. QUESTION: Upon the dismantling of the old Linear Accelerator where will we move the parts. On site? Another location in DC? Another state? RESPONSE: Dismantle parts and place parts on site QUESTION: Are there overlay drawings available for both floors to show a wider footprint of the work area as it relates to the wider area of the hospital. RESPONSE: There are not at this time. Phasing Diagrams and Construction logistics plans show the necessary overlay. Please reference the gridlines to compare floor to floor. QUESTION: Where is existing power conditioner room? RESPONSE: See demolition Plan on AD101. It is room Storage GG119 QUESTION: Are there BIM Files available of the Drawings: RESPONSE: BIM model not available. QUESTION: Will there be a place for a Construction Trailer or Container on site? RESPONSE: The location is as per the COR s discretion. QUESTION: Will there be a spot in which excavated soil may be stockpiled prior to removal from onsite? RESPONSE: Excavated soils may not be stockpiled onsite QUESTION: Does a Veteran with a 100% Disability through the VA get more points on this proposal? RESPONSE: This requirement, as stated in the solicitation is a set aside for SDVOSB. Points are not given. QUESTION: Has the Linear Accelerator been pre-purchased and if so, has an arrival date been determined. RESPONSE: The new Linear Accelerator delivery will be coordinated by the DC VA MC QUESTION: Can propane forklifts be used to move the steel beams into place? RESPONSE: No QUESTION: Has the Radiologic Oncology Department been notified of the strict timetable in which to move out of the phased areas ahead of construction. RESPONSE: The new Linear Accelerator project phase timetable will be coordinated by the DC VA MC QUESTION: May a dumpster be placed at the loading dock during the demolition phases. RESPONSE: A dumpster may not be placed at the loading dock during demolition or any phase of construction QUESTION: Corner guard specs make clear about the type (snap on w/aluminum retainer). What is the wing size? Full height? RESPONSE: Corner guard to be full height with a wing size 2 ¾. QUESTION: Handrail/Crash rail combo Drawings show this as HR-1. I can make an assumption based on our products of HR/CR combos but the specs are not clear enough as to the product. What is the Basis of Design? RESPONSE: HR-1 is CS Acronym P-RWS in Stainless Steel/Maple Natural #10. QUESTION: Crash/Bumper Rail Drawings show this as BG-1. If I measure the plans this item is 5 high I can make an assumption based on this, but the specs are not clear enough as to the product. What is the Basis of Design? RESPONSE: The crash rail is 4 high.
