- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bid Package for its ecosystem restoration project entitled LOCKPORT PRAIRIE ECOSYSTEM RESTORATION, SECTION 206. Project Information The Lockport Prairie restoration project is located within the City of Lockport, Will County, IL along the Des Plaines River and the adjacent upland bluff. Restoration activities will consist of Invasive species control, restoration of site to natural conditions, tree removal and disablement of drain tile. The project area consists of two adjacent preserves, Lockport Prairie Nature Preserve and Prairie Bluff Preserve. Lockport Prairie contains large areas of globally rare dolomite prairie and serves as critical habitat for the Hines Emerald Dragonfly. Prairie Bluff Preserve helps provide groundwater to Lockport Prairie that is critical for maintaining Hines Emerald Dragonfly habitat. The Hines Emerald Dragonfly is an endangered species. The project includes the restoration of over 400 acres of native habitats and the removal of invasive species in both Lockport Prairie and Prairie Bluff Preserve. Treatment of invasive species by both mechanical removal and herbicide application will take place. Native communities will be planted using both commercial plant and seed as well as by propagating plant material from on site to preserve local genetics. Portions of the site will undergo hydrologic restoration to improve critical groundwater flows. In whole, this work will greatly improve habitat for the Hines Emerald Dragonfly, as well as other critical species in and around the Des Plaines River Valley. Scope of Centric Services USACE and the Contractor must maintain the physical safety at this site. The Contractor will be responsible to adhere to all environmental criteria, excavation and soil handling requirements, and waste disposal requirements. Although much of the tasks support the desired habitat restoration, the contractor will also be responsible for quality control, safety and related construction activities, which include a considerable amount of tree removal. ACQUISITION INFORMATION: Competition for this acquisition is 100% set-aside for Small Businesses. The North American Industry System Classification Code is 237990, with a small business size standard in dollars of $36.5M. The magnitude of cost for construction is estimated between $1M and $5M. The Solicitation package (Invitation for Bids - "IFB") will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Once the package is released into advertisement at this website ("Federal Business Opportunities"), interested bidders may download the full package, includes: specification and drawings files. The Solicitation package is planned for advertisement on or about September 15, 2017, with bids due 30 calendar days following the issuance/release date of the Solicitation package. IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE IFB DOCUMENT, THE DATES IN THE IFB DOCUMENT OVERRIDES THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE IFB ISSUANCE DATE AND THE DUE DATE FOR BIDS. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the System for Award Management (SAM); Contractors can access the SAM database & register for free at http://www.sam.gov. The Government intends to award a firm-fixed price construction contract from this forthcoming solicitation. APPLICABLE LABOR LAW: The Construction Wage Rate Requirements Statute (formerly Davis Bacon Act) will apply to this acquisition. Split or multiple awards will not result from the solicitation.
