Description
Sole Source Intent: The United States Army, Mission and Installation Contracting Command (MICC) Yuma Proving Ground, U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with Photron USA, Inc. located at 9520Padgett St Ste 110, San Diego, CA 92126-4446. The resultant contract will be an IDIQ contract with a minimum quantity of 1 and a maximum quantity of 25 each Photron camera shutter upgrades, manufacturer part number 514-SA14 with a five-year period of performance from 1 September 2017 through 31 August 2022. Pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The current inventory of Photron cameras requires an upgrade to allow remote image calibration for 25 Photron SA1.1 and SA5 cameras. Since, the Government has a total of over 50 of these Photron cameras, the vendor needs to have critical product data to perform the upgrades with the proper adjustments and assembly to make the upgrades durable and long lasting. The knowledge for this is proprietary and has to be Photron factory trained. There can be no substitution, electronic assemblies and memory boards must provide a direct form, fit, and functional drop in replacement or interchangeability. Parts and system spares need to be common for all of these cameras to maintain instrumentation readiness and maintainability. These parts are brand specific to Photron and are not interchangeable with other manufacturers. This requirement will be procured using the acquisition procedures in Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The North American Classification System (NAICS) code is 333316 - Photographic and Photocopying Equipment Manufacturing with a size standard of 1,000 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency; however, a determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement. If you feel your firm possesses the ability to meet these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements no later than 08:00 AM MST on 24 August 2017 to facsimile (928) 328-6534.
