- BOSS Draft Request for Proposal The National Aeronautics and Space Administration's (NASA) Kennedy Space Center (KSC) (hereinafter "The Government") issues this notice for the posting of the Draft Request for Proposal (DRFP) for the Base Operations and Spaceport Services (BOSS) Contract. This notice relates to the Sources Sought Notice issued on March 20, 2017 (Reference Number NNK17619079L) and Special Notice issued on June 16, 2017 (Reference Number NNK17619079L, Amendment 1). In accordance with NASA FAR Supplement 1815.201, Exchanges with Industry before Receipt of proposals, the subject DRFP is hereby released for public review and comment. The purpose of the DRFP is to assist the Government in developing the highest quality Request for Proposal (RFP). Prospective offerors are invited to: (1) provide comments on all aspects of the DRFP; and (2) identify any areas in the DRFP that are confusing or ambiguous, which may warrant additional information or clarification in the final RFP. The North American Industry Classification System (NAICS) code for this procurement is 561210, Facilities Support Services with a size standard of $38.5M. Although the procurement approach has not been finalized, the DRFP is being issued as a single source procurement. If this approach changes, it will be reflected in the final RFP. Comments will not be accepted via telephone. Comments will have no bearing on subsequent evaluation of proposals submitted in response to the resulting final RFP. The use of comments to finalize the structure of the RFP is at the discretion of the Government. Eligibility in participation in a future acquisition does not depend on a response to this notice. Prospective offerors are requested to submit comments no later than 4:00 PM, local time, on September 26, 2017. See DRFP cover letter for details on submission. The DRFP is not a solicitation and the Government is not requesting proposals. The DRFP is for planning and information purposes only. It is not to be construed as a commitment by the Government nor will the Government pay for any information submitted. No final RFP exists; therefore, do not request a copy of the final RFP. Any subsequent final RFP will be synopsized prior to its release and published on www.FBO.gov. It is the responsibility of prospective offerors to monitor this site for the release of any final RFP and any amendments. Prospective Offerors will be responsible for downloading their own copy of the final RFP and any amendments.
