- Page 1 of 2 The Department of Veterans Affairs (VA), Financial Services Center (VA-FSC), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to award a sole source, firm-fixed price contract to Overlap Health, Inc., 421 24th Street #307, Oakland, CA 94612-2499 pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive quotes or proposals. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The primary North American Industry Classification System (NAICS) is 541512 and size standard is $27.5M. The VA National Center for Posttraumatic Stress Disorder (PTSD), Dissemination and Training Division (NCPTSD) is responsible for creating training and educational products to support evidence-based care of Veterans with PTSD and related problems. PTSD is very common among Veterans and has a significant impact on Veterans quality of life. Most Veterans with PTSD do not access evidence-based treatments for PTSD, and many Veterans are either unable or choose not to access available mental health services of any kind. Lack of available services, distance from clinics, and stigma associated with mental health care are just a few of the barriers to providing care for Veterans and those living with a Veteran with PTSD. NCPTSD develops mobile phone applications to overcome these and other barriers to care. The apps are designed to assist Veterans and their family members with understanding PTSD and related problems, tracking their improvement over time, obtaining support and resources, and managing symptoms using a variety of tools. In order to evaluate the utility of mobiles apps and ensure that mobile products are optimized to meet the mental health care needs of Veterans and their families, NCPTSD conducts research to better understand how these mobile tools work best, for whom, and under what conditions. By analyzing data collected from participants using research-enabled mobile health apps, VA is able to improve mobile app design and implementation efforts for helping Veterans manage PTSD and related concerns. In 2016, the Robert Wood Johnson Foundation (RWJF) issued a Mood Challenge with a call for proposals for ResearchKit studies that investigate mood. ResearchKit is an Apple open source software framework for iPhone apps that allows medical researchers to collect mobile app data for analysis. RWJF called upon researchers, technologists, and data scientists to submit proposals for ResearchKit studies that further the understanding of mood, its correlation, and its relation to social context through the novel interpretation of signals from an iPhone, related sensors, and other data sources. To meet this challenge, Overlap Health, Inc., in collaboration with VA researchers working at the NCPTSD, developed a beta version of the Aware mobile app for the iPhone. To facilitate the collection and analysis of the Aware mobile app data, Overlap Health also established and currently maintains a cloud-based Health Insurance Portability and Accountability Act (HIPAA) compliant, Software-as-a-Service (SaaS) dashboard solution to securely collect, store, and analyze (through both data visualization and extraction capabilities) mobile app data. The beta version of the Aware mobile app was released on a restricted basis in February 2017 and data is being collected by participants and stored by Overlap in its cloud-based, SaaS dashboard. Overlap has currently granted VA access to this data and VA researchers are continuing to analyze the data to inform the redesign and optimization of VA s existing mobile products in order to create more engaging and effective tools for managing PTSD and related concerns. Overlap owns the proprietary source code used to develop Aware. Overlap has received no VA funding for this study or hosting. On October 1, 2017, Overlap will shut down its SaaS solution and support of the beta Aware mobile app and VA researchers will lose access both an important tool and key data for mood research.VA NCPTSD seeks the continuance and furtherance of the Aware study with the goal of being the largest applied research study to assess mood and its relationship to PTSD and is seeking to tailor insights to an individual s context. Aware is designed to measure mood and posttraumatic stress symptoms among the millions of adults living with PTSD. The Aware study develops and validates mobile methods, including passive data collection, active tasks, and linguistic analysis, while exploring how social and contextual factors such as connectedness and activity levels can be used to rapidly detect changes in posttraumatic stress symptoms. The Aware study will allow NCPTSD to test distinct types of research questions and the findings from Aware could impact VA patient care in many important ways in the future including increased monitoring and self-management between visits and after treatment and app recommendation guidelines for clinicians. VA NCPTSD requires continued support of the Aware study, which include enhancement of the beta version of the Aware iPhone app based on analysis of data collected to date and porting of the Aware iPhone app to the Android operating system (utilizing Android ResearchStack) to expand the reach of this valuable research tool to Veterans using Android smartphones. Android ResearchStack provides similar capabilities as Apple ResearchKit. VA NCPTSD also requires the mobile app support services, including continued hosting and maintenance of the cloud-based Overlap SaaS dashboard in order for VA researchers to continue collecting, visualizing, and analyzing participant data. This includes maintaining the SaaS tow-way data transmission framework to ensure that the Aware mobile apps continue to securely and reliably, collect, transmit, store, and report usage data. The Aware mobile applications shall include support services in order to ensure ongoing and accurate collection, storage and transmission of data under ideal and non-ideal use scenarios (e.g., infrequent wifi/cell service), responsiveness to changes in VA NCPTSD data requirements, and updates. The period of performance shall include a 12-month base period and two 12-month option periods for continued hosting and maintenance support of the Overlap SaaS dashboard. An optional task is included for software modifications to the mobile apps or SaaS dashboard. This notification shall close on September 1, 2017.
