Description
The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office, intends to acquire, on a full and open basis, business operations support services for the Bureau of Medicine and Surgery (BUMED. These services will include program management and operation support services; studies and analysis; financial management operations and audit support; business process improvement and change management; systems deployment and implementation; records management; information management; and event coordination support activities.. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SYNOPSIS REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR PROPOSALS, WHEN ISSUED. The contractor shall perform tasks that encompass the following: RFID program assessment, evaluation, and management; logistics metrics development, tracking, and reporting; logistics policy development and sustainment; BUMED property management office support; support to the Occupational Health (OH) and Industrial Hygiene (IH) programs at Navy Medicine activities; subject matter expertise and technical, administrative, editorial and graphics assistance; conducting information searches; scientific, medical, financial, and technical writing; editing; graphics preparation; report layout and production; budget support; budget/financial management operations, administration, expenditures, audits, claims processing, and reconciliations; develop, implement and manage an ERM framework; conduct life-cycle management reviews and impact assessments; develop and implement Change Management and Communication Plans; system pre-deployment, deployment, and post-deployment activities; and information management. Performance is expected in Washington, DC, San Diego, CA, Portsmouth, VA, San Antonio, TX and Jacksonville, FL to be able to support impromptu in-person meetings at these Navy Medical activities locations. It is intended that this procurement will be processed in accordance with FAR 15 (Contracting by Negotiation). It is anticipated multiple award indefinite delivery indefinite quantity contracts where both firm fixed price and cost plus fixed fee orders can be issued will result from this solicitation. It is anticipated that the ordering period will be 1 April 2018 through 31 March 2022. The solicitation will be issued using full and open competition. The government intends to reserve one contract for a responsible small business. The solicitation, N00189-17-R-Z092, is anticipated to be released on or around 5 September 2017 and will be made available electronically upon its release to NECO, www.neco.navy.mil. The applicable NAICS code is 541611.
