Description
This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued. Solicitation W912LQ-17-T-0020 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95, effective 19 Jan 2017. This procurement is being issued Unrestricted under NAICS code 334290 with a small business size standard of 750 employees. The Virginia Army National Guard has a requirement for carbon monoxide detectors at forty-four (44) Readiness Centers across the Commonwealth of Virginia (see location information below). Each Readiness Center will receive between two (2) and four (4) detectors; one per floor (no building is higher than two (2) floors; if lodging exist in the building the detector(s) will be placed no more than five feet outside the lodging area); one (1) near "combustion appliances" (i.e. hot water heater, boiler, etc.); and, one (1) in any existing maintenance bay area. The Readiness Centers are equipped with a Lenel OnGuard system. Each detector provided and installed will be monitored, logged and reported on the existing OnGuard 7.1 system. Therefore, the detectors shall be compatible with and meet all security requirements necessary to be installed on and integrated with the existing system. The contractor shall provide all equipment, materials, supplies, tools, supervision, labor and transportation necessary to provide, install and integrate carbon monoxide detectors at the forty-four (44) locations within six weeks after receipt of order. The detectors shall be dual power supplied, including hardwire and battery backup. Locations where detectors are to be delivered and installed are included in the attachment. (Note: Complete addresses will be provided at time of award). Award will be made to the vendor whose quote is the lowest priced and meets minimum technical requirements. In order to be considered for award, vendors must have an active registration in the System for Award Management (SAM) database at www.sam.gov. Minimum technical requirements: Carbon monoxide detectors shall be dual power supplied and vendor must provide certification the product quoted will operate on the existing system. The government is not requesting brand specific. The below components are known to meet the governments need and are provided for informational purposes only. LVCS 1315CM6 Carbon Monoxide Detector with controller, transducer, mounting hardware and connectors Lenel LNL-1100 Series Two Input Control Module Lenel LNL-AL400ULX Power Supply Altronix AL-400ULPD8 Power Supply Windy City 0023850-s 18AWG, 4 Conductor Plenum rated cable purple jacket, 1000 fee The quantities provided below are estimated. The contractor shall only invoice and be paid for the actual quantity of carbon monoxide detectors provided, installed and integrated or 88 total, whichever is higher, not to exceed 176 total. Due to funding constraints, purchase of the detectors and installation/integration at all 44 locations may not be feasible prior to September 30, 2017. Therefore, product and installation/integration must be priced separately. The below pricing schedule may be used for pricing or vendors may use their own pricing schedule. However, as stated above, the cost of the detector must remain separate from the cost of installation and integration. Pricing shall be all inclusive, to include FOB destination delivery. The government may award all or a portion of the requirement. Vendors shall indicate on their quote any conditions if only a portion of the requirement is awarded. Carbon monoxide detectors 176 estimated _________ each Installation and Integration 44 locations _________ each Paragraph (e) of FAR Provision 52.212-1 encourages offerors to present alternative terms and conditions for satisfying the requirements of this solicitation. The offeror must clearly annotate the alternative(s) in their quote. The government may or may not accept the alternative term or condition. Such determination will be made based upon whether it is in the government's best interest to accept the proposed alternative.
