Description
Interim Changes for Afghan Blanket Mil-C-43665 Purchase Description Solicitation Number: SPE1C1-17-R-0145 The following information is in reference to solicitation SPE1C1-17-R-0145. The item being procured is as follows: Blanket, Bed, Wool, Shrink Resistant and Mothproofed, Afghanistan PGC: 10868 NSN: 7210-01-648-3776 Shall be manufactured in accordance with NCTRF PD 10-12 dated 31 January 2012. Solicitation SPE1C1-17-R-0145 will be issued as a Total Small Business Set-Aside that will result in one (1) Firm Fixed Price, Indefinite Delivery, Indefinite Quantity Type Contract. The resultant contract will consist of a two-year Base Term. Solicitation SPE1C1-17-R-0145 will be evaluated under Best Value trade-off Source Selection Procedures with a Past Performance Confidence Assessment as the evaluation factor. The quantities for the 2-year base term are as follows: Minimum: 24,000 | AEQ: 58,500 | Maximum: 96,000 The item will be procured on a FOB destination basis. Deliveries for the item will be made to New Cumberland, PA. First Article Testing (FAT) is required ; A quantity of five (5) each is required 90 days after award. FAT samples will not be separately priced and any cost associated with the construction of the FAT samples shall be inclusive in the individual unit prices of the contract line items. The initial Production Lead Time will be 150 days after award (to include 90 days for first article submission, 30 days for evaluation, and 30 day production lead time); subsequent delivery orders will require a 90 day Production Lead Time. All materials used in the production of the end item are to be furnished by the contractor. The Government intends to solicit using FAR Part 12. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. The solicitation will be posted on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/ on or after September 29, 2017 (ESTIMATED). Detailed system requirements and instructions for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dla.mil/. Once the solicitation is posted, it will be available for viewing on DIBBS. F rom the DIBBS homepage, select "Solicitations" from the top bar to search for the solicitation. Important Note on Foreign Content: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
