Description
Walter Reed National Military Medical Center (WRNMMC), Joint Pathology center (Bethesda) has a requirement to procure eleven (11ea) fully functional, updated, and ergonomic Olympus Double Headed BX Series Microscopes. The Government intends to procure these items on a sole source basis from Olympus America Inc., the manufacturer of this equipment. Only Olympus America Inc. can provide the required equipment because spare parts required for maintenance. Also, The Pathology staff at the JPC has used the older Olympus model microscopes for over 10 years and they are at the end of their lifespan. In order for the pathologist staff to be able to continue their mission for the DOD and VA, new and updated models are needed. All pathologist microscopes currently have up-to-date cameras which will be transferred to the new microscope and these cameras are only compatible with Olympus microscopes. There are also some microscope objective lenses that will be taken from the old microscopes to be used on the new ones and the old objectives can only be used on Olympus microscopes. Also, microscopes with ergonomic features are needed to address occupational safety and health concerns for the pathologists. Lastly, the requested item is propriety to Motorola Solutions, Inc. and can only be purchased directly from them. This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued. Prospective offerors are advised that, because there are no other known sources, the agency has authorized the procurement of this item under the full and open competition under FAR 6.3. However, interested responsible sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted in the future for this item. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
