Description
Notice of Intent to Sole Source Pursuant to the authority of FAR 12.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Office of Minority Health (OMH) intends to sole source to: American Journal of Preventative Medicine 1001 Connecticut Avenue Suite 610 Washington, DC 20036-5527 The journal American Journal of Preventative Medicine is a top general and internal medicine journal with a 2016 impact factor of 4.5. It publishes articles in the areas of prevention research, teaching, practice and policy. Primary prevention topics include women's health, and the journal publishes systematic reviews and commentaries in addition to original research. The journal periodically publishes supplements and special theme issues. The manuscripts written on the initial set of systematic reviews conducted for the QFP were published in a supplemental issue of AJPM in 2015. The journal provides excellent peer-review support and editing and publishes both on-line and print versions of accepted manuscripts. Failure to hire AJPM for the theme issue would result in the following harms to the government: •The systematic reviews conducted during the past 2 years would not be disseminated to the public •Not publishing the findings of the systematic reviews would delay updating of the next version of the Quality Family Planning Guidelines The primary needs fulfilled will be: 1.To determine the official schedule and establish the administrative and other related processes to ensure delivery of the final publication. This task has multiple activities and deliverables, including: coordination of manuscript development and submission process with guest editors and authors; the submission of the articles for consideration; the selection of individuals to peer-review and comment on the selected articles for consideration; the submission of comments on these reviewed articles to the authors; and possible second round of peer-review. 2.The revision process between the authors and the Journal editors to ensure submitted articles are scientifically sound and edited appropriately. This task includes the following activities and deliverables: the revision of the articles per the comments received from the peer-reviewers, and the final selection, and approval of the articles to be included the Theme issue. 3.The publication process is the final task which will include the finalization of all necessary edits, development and approval of the final proofs and other steps related to ensure the publication falls within the agreed upon parameters. In April 2014, the CDC and the Office of Population Affairs released clinical recommendations for providing family planning services, entitled "Providing Quality Family Planning Services: Recommendations of CDC and the U.S. Office of Population Affairs" (QFP). These recommendations were developed in accordance with standards and processes for rigorous and transparent guideline development from the World Health Organization (WHO) and the Institute of Medicine (IOM). As part of the guideline development process, systematic reviews of the literature were conducted on priority areas identified by a convened expert work group and findings from these reviews (published in an AJPM supplement) were used to inform the final QFP recommendations. The theme issue we propose will contain updates of the systematic reviews originally conducted for the QFP plus two new systematic reviews on related topics. Periodic updates of the systematic reviews were planned at the time of the QFP publication. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the government not to compete this proposed contract based upon responses to this notice is solely with in the discretion of the government.
