Javits Federal Building, 26 Federal Plaza, New York, NY. REFERENCES: FBO Pre-Solicitation Notice No. GS-02-P-17-DT-C-0001 - Posted June 21, 2017 FBO Special Notice- April 28, 2016 FBO Sources Sought Notice - Posted November 1, 2016. PROJECT DESCRIPTION: The services for this project will include general construction services. The Federal Office building (FOB) is a 45-story, plus basement, Class-A office building built in 1967, and a 45-story addition (Annex) built along the west side of the original 45-story building in 1977. The two 45-story buildings function together as the Jacob K. Javits Federal Office Building (FOB/Annex, referred collectively in this document as the FOB). The project (approximately 320,000 sf) will require work to be performed in an occupied building without disruption to the operations of the tenants. This project will involve LEED Gold office renovations for three (3) individual tenant agencies (Floors 16-21), restroom renovations, hazardous material abatement, installation of new generators, chiller and cooling tower at penthouse and roof, base building fire alarm upgrades, and lobby sprinkler installation. The offeror selected will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. OPTIONS & ALTERNATES: Option No. 1: 20th and 21st Floor Interior Build-Out. Option No. 2: 18th Floor FOB and 19th Floor Interior Build-Out Option 3A: 26 Federal Plaza Alternate Roof Level Generator Option A (one 1750 KW generator) Option 3B: 26 Federal Plaza Alternate Roof Level Generator Option B (refurbish+1750 KW generator) Option 3C: 26 Federal Plaza Alternate Roof Level Generator Option C (new 800s+1750 KW generator) Options 3D: 26 Federal Plaza Alternate Roof Level Generator Option D (100% CD SOW) Option No. 4: Demolition and decommission of 26 Federal Plaza Roof Existing Generators, fuel distribution, and switchgear room. Option No. 5: 26 Federal Plaza Ground Floor Lobby and Mezzanine Level Fire Protection. Option No. 6: 26 Federal Plaza 16th through 21st Floor Core Bathroom Renovation. Option No. 7: Fire Alarm Backbone Upgrade Phase 1 Option No. 8: Fire Alarm Backbone Upgrade Phase 2 Option No. 9: 16th, 17th, and 18th Floor Annex Appliance purchase and installation. Option 11A: 26 Federal Plaza Additional Chilled water pump and cooling tower (100% CD SOW) Option 11B: 26 Federal Plaza Additional Chilled water pump for extension of tenant dedicated chilled water risers only. Alternate No. 1: Provide painted hollow metal door and sidelite frame in lieu of aluminum framed doors at office fronts for floors 16 thru 18 Annex. Alternate No. 2: Provide ACT-1 ceiling type in all pantries in lieu of GWB-1 painted ceilings. Alternate No. 3: Provide ACT-2 ceiling type (washable acoustic ceiling tile) in all building core bathrooms in lieu of GWB-2 painted ceilings. Alternate No. 4: Provide Pre-Fabricated Fabric Wall Panels in lieu of Stretched Fabric Wall Panels. ESTIMATED SCHEDULE: The period of performance is 8 months from Notice to Proceed (NTP) to Substantial Completion. CONSTRUCTION COST RANGE: $75,000,000.00 – $95,000,000.00 SOCIOECONOMIC CONSIDERATIONS: THIS SOLICITATION IS A FULL AND OPEN COMPEITION. The applicable North American Industry Classification System (NAICS) code is 236220. The North American Industry Classification System (NAICS) code associated with this procurement is 236220, Commercial and Institutional Building Construction; with a size standard of thirty-six million, five hundred thousand dollars ($36,500,000) average annual receipts. All responsible small business firms may submit a proposal. SELECTION PROCESS: This will be a competitively negotiated acquisition governed by procedures in FAR 15. Source selection procedures will be used to select the proposal that represents the best value to the Government by using the trade-off process. A firm fixed price contract is contemplated. For this procurement the technical evaluation factors (non-price factors), when combined, will be weighted approximately equal to price. Technical factors are as follows: Factor 1: Experience on Similar Projects (20%) Factor 2: Qualifications of Key Personnel (20%) Factor 3: Project Execution and Quality Control Plan (20%) Factor 4: Past Performance on Relevant Construction Projects (20%) Factor 5: Small Business Subcontracting Methodology (10%) Factor 6: Project Labor Agreements (PLA) (10%) SUBMITTAL OF PROPOSAL: Part I shall be the offeror’s Price Proposal and it shall contain the pricing information for the base, options and alternatives. Part II shall be the offeror’s Technical Proposal, which will provide the response to the technical factors demonstrating the offeror’s technical capabilities. Technical and Price Proposal shall be sent as (2) two separate attachments. Proposal shall be submitted via email to Claudia.Rivera@gsa.gov with a cc to Winnie.Eng@gsa.gov. Proposals are due no later than 3:00 pm local time on September 25, 2017. Hardcopy proposals will not be accepted.
