- SEC Site Questionnaire SEC Data Center Request for Information (RFI) Statement of Intent: The Securities and Exchange Commission (SEC), Office of Information Technology (OIT), issues this Request for Information (RFI) to request capabilities statements from data center contractors capable of providing and provisioning a hosting facility for a SEC data center and provide services to build out the physical infrastructure The information gained from vendor responses will help SEC define its understanding of the availability of potential hosting facilities prior to the release of a Request for Proposal (RFP). The SEC does NOT intend to award a contract on the basis of this RFI or otherwise pay for information received in response to this RFI. This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to the RFI that is marked "Proprietary" will be handled in accordance with government regulations. Responses to the RFI will not be returned nor will the Government confirm receipt of the RFI response. Background: The SEC is composed of a Headquarters location in Washington D.C., eleven (11) regional offices, and a COOP site. The SEC has two (2) fully operational Data Centers, one in Edison NJ, and one in Beltsville MD, both of which can operate either as primary or backup. It is the intent of the SEC to obtain and maintain diversity of power generation and geographic diversity from Washington, DC, and New York City (NYC) regional offices. The SEC currently maintains a high-availability data delivery and application model for the SEC information systems which provide simultaneous access to distributed information content - Active and Active application and architecture. To maintain this model, the SEC requires secure and high availability data center hosting facilities that, at a minimum, meet TIA-942-2 Tier 3 data centers standards. The SEC maintains and operates a high speed Metropolitan Area Network (MAN). The SEC MAN functions according to the same principles as the SEC's WAN: dual active, geographical diverse, multiple carriers. Each SEC office is connected via at least one telecommunication provider along with another Gigabit Ethernet circuit to the SEC's Data Centers. The SEC's Headquarters (100 F Street, Station Place) and Regional Offices receive network services from the Data Centers using the MAN and WAN MPLS network. The following are the SEC's minimum data center facility and infrastructure requirements: o Must be available and functional by Aug of 2018. o Must be more than 100 miles from Washington, DC. o Must be on a different power grid than NYC and Washington, DC. o Must be more than 100 miles from downtown NYC. o The hosting facility must meet a minimum of TIA-942-2 Tier 3 classification. o Must have infrastructure to support total rack Power requirement of 400 kW with capabilities to expand to 700 kW. o Must have power and cooling capabilities sufficient to support rack power densities of sustained averages of 5-7 kW per rack and sustained peaks of 18-20kW per rack. o Must be able to house 140-150 48U computer racks. o Must be able to provide and provision computer racks with friction lock or tumbler locks compliant with EIA standard. o Must have cabling infrastructure above the computer racks. o Must have the capability to provision services to create cabling infrastructure to the SEC's specifications (cable runs with terminating patch panels for both CAT 6 and fiber, both 50 and 62.2 micron). o Must be able to provision sufficient technical work space and storage areas to support a backup Enterprise Operations center consisting of six (6) operators, three (3) SEC data center technical staff members, and up to eight (8) standard 3'x4'x6' metal storage cabinets of spare parts and data center service supplies. o Must be able to provision staging areas temporarily during relocation and large scale technical refresh activities sufficient to pack and unpack up to 16 pallets of boxes, containing equipment and supplies. o Must have loading dock(s) and access large enough to accommodate 53 feet tractor trailers. Loading docks shall have space to receive a minimum of 8 shipping pallets with sufficient room around the pallets to inventory and inspect shipments prior to staging into and out of the data center technical staging areas. o Must have existing Internet Service Provider (ISP) connectivity from Verizon, ATT, and L3 and have the capacity for the SEC to provide 10Gigabit, Gigabit, Analog lines, OC3, DS3, PRIs and T3 connectivity to SEC Headquarters at 100 F Street, Washington, DC, the New York City Regional office at 200 Vesey Street, New York, NY. o Must have the means for the SEC to handle issues remotely 24/7 by providing services to perform: · On/Off a server - Power down and restart server; · Visual Inspection / Photographs; · Reseating a cable connection; · Failed Power supply replacement; · Removable media disc swap - Removal and replacement of a CD/DVD; · Provide Visitor Escorts and scheduling future site visits; · Receive and inventory SEC equipment shipments; · Receive RMA shipment receipts and pickups by multiple common carriers; · Reseat blade chassis or swap blades in SEC equipment; · Replace servers, switches, and KVM, KMM using SEC provided equipment; · Replace broken power strips and rack components; · Inventory parts or spare cables; · Installation of new servers, network equipment, and storage equipment; · Install new cables/remove old cables; and · Rename/Relabel systems and cables. o Must offer secure caged or partitioned environments for physical separation of the SEC's systems from other customers and provider systems. Cage perimeter of SEC space must extend to the ceiling. o Must offer physically separated environment for the cross-connect demarcations. o Must have security camera and monitoring on interior and exterior of the building. o Must have meeting spaces available for SEC use on a temporary basis, separate from the SEC technical and backup emergency operations center space. o Must have bathroom and breakroom facilities available for use by SEC staff and visitors which can accommodate up to 4 individuals. Response Instruction: The contractor must clearly articulate within the response the following: o The Tier classification of their hosting facility based on TIA-942-2. o Size and configuration of technical workspaces provided. o Identification of available contractor data center locations state and municipality which meet the SEC requirements. o Whether SAS 70 type II or SSAE 16 compliancy certified (Report on Controls Placed in Operation and Test of Operation Effectiveness). o Whether vendor is able to address the resizing of the hosting facility space and power as the SEC grows or consolidates and include this flexibility in the response. o Capabilities of the contractor in providing moving services of the existing SEC data center (if any). o Provide a description and the calculated size of the space(s) the contractor would provide based on the power densities and rack quantities stated in this RFI. o Provide any published price lists per kW/Rack, electricity rates, remote hands support services, cross connects, housing racks, and providing racks or power strips. o The maximum power capacity represented as kW/Rack. o The maximum cooling capacity of the hosting facility denoted as currently consumed versus available. o The current Power Usage Effectiveness (PUE) of existing installations. o Capability of delivering monthly reports for:  Access log capturing the entry of personnel into the cage or partition; and  Power draw for specific cage, partition, rack, and power strip. o Any other services that are provided such as:  Availability of hydraulic lift for racking system into the rack;  Availability of pallet jacks, dollies or carts; and  Availability of crash carts for diagnosing system problems. The contractor must complete the accompanying TIA/EIA-942-2 classification and power grid/region checklist and include it in the response. The questionnaire will not be included in the 10 page response limit. Responses should include: (1) business name and address; (2) name of company representative and their business title; and (3) contract methods that are available to the Government for the procurement of the product and services. This can include government managed data centers or interagency agreements. Requests for clarification or additional information will not be considered. The responses should be in a white paper format, no longer than ten (10) pages in length. Responses to this RFI are due no later than Wednesday, September 20, 2017 at 5:00pm ET.
