- Attachments AG-3K25-S-17-0010 Solicitation AG-3K25-S-17-0010 The USDA, Agricultural Research Service, is issuing this Request for Proposal (RFP) for the Fire Alarm Detection System Replacement at the National Agricultural Library (NAL) Beltsville, MD. This Firm Fixed Price Construction project will be implemented by the Design-Bid-Build project delivery method and will involve the installation of a new fire detection system, testing, and removal of the existing system. The USDA has developed a complete set of Construction Documents (plans and specifications) showing and describing the project's requirements. This solicitation will be a Total Small Business Set Aside. The work involves the removal and replacement of the entire fire alarm and monitoring system in the National Agricultural Library in Beltsville Maryland including system coordination, alarm panels, alarm appliances, conductor and conduit including routing and placement, electric power supply and code compliant, full system verification testing by qualified contractor staff. The National Agricultural Library is a fourteen story secure reference facility for the preservation of both agriculture related documents and collections of environmentally sensitive agricultural products. The facility will be occupied during the entire course of the project requiring some work to be conducted after hours. This solicitation will be subject to the Davis-Bacon Act Wage Rate Decision MD170058 dated 8/18/2017. The contract Period of Performance is approximately 480 calendar days after the issuance of the Notice to Proceed. The magnitude of construction will be between $1,000,000 and $5,000,000.00. The North American Industry Classification System (NAICS) code is 238210 (Electrical Contractors and Other Wiring Installation Contractors), with a Small Business Set Aside size standard of $15 million. The contract will be awarded, based on the Best Value "Lowest Price Technically Acceptable" process, to the firm whose proposal, in the judgment of the Contracting Officer, provides the lowest price while demonstrating the stated minimum technical requirements. The evaluation criteria will be the following: Factor 1) Relevant Experience Factor 2) Staffing/ Key Personnel (A) Staffing Plan (B) Project Manager (C) Site Superintendent (D) Safety Manager Factor 3) Management (A) Quality Assurance/ Quality Control (B) Schedule (C) Safety Record (D) Technical Approach (project specific) Factor 4) Past Performance Factor 5) Price/ Business Proposal The Government will review the technical acceptability of the three lowest priced Offerors. If any of the initial low three Offers are found to not meet technical requirements, evaluations will continue until the Government has a competitive range consisting of three technically acceptable proposals. If less than three proposals are received, a cost analysis will be conducted for price reasonableness.. Bid Bonds are required with proposals. Performance and Payment Bonds will be required by the successful offeror. Plans and specifications (contained in solicitation attachments) will NOT be provided in hard paper copy. The solicitation and all amendments for the RFP will be posted electronically on www.fbo.gov. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred SM Program. Proposals will be due on September 20, 2017 at 2:00 PM EST. Pre-Proposal Conferences will be held in the NAL multipurpose room at 9:00 AM and 1:00 PM EST on 28 August 2017 with the facility site visit to follow. Interested contractors are limited to two (2) attendees. Prior approval is required prior to attendance. Notify Stephen Stolte, contract specialist, by 2:00 PM EST 25 August 2017 with a preference for the AM or PM site visit session and the names of the attendee(s). Photo ID will be required to enter NAL. Please allow time to obtain a visitor pass at the security station inside the main entrance to the library. It is the responsibility of the contractor to check www.fbo.gov frequently for any amendments or changes to the solicitation. The Government is not responsible for any loss of internet connectivity or for an offeror's inability to access the documents posted at the referenced website. No CDs or hard copies will be made available.
