NOTICE OF INTENT TO SOLE SOURCE {REPOSTED} The Department of Veterans Affairs VA Hudson Valley Health Care System intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 {Only one responsible source and no other supplies or services will satisfy agency requirements} to PICIS CLINICAL SOLUTIONS, INC. for ARK (Anesthesia Recordkeeping) SOFTWARE MAINTENANCE This action will result in a Firm-Fixed Price contract. The place of performance: VISN 2 South New York / New Jersey VA Medical Centers Bronx VA Medical Center - 130 West Kingsbridge Road, Bronx, NY 10468 Brooklyn VA Medical Center - 800 Poly Place, Brooklyn, NY 11209 Manhattan VA Medical Center - 423 East 23rd Street, Brooklyn, NY 11209 East Orange VA Medical Center - 385 Tremont Avenue, East Orange, NJ 07018 Northport VA Medical Center - 79 Middleville Road, Northport, NY 11768 This notice of intent is NEITHER a solicitation announcement NOR a request for competitive quotes and DOES NOT obligate the Government to award a contract.   Requests for quotes will NOT receive a response.   Responses to this Notice of Intent must be received in writing.   Verbal responses will NOT be accepted NOR considered. The Contractor shall provide all software upgrades, maintenance and technical support services for the Picis Clinical Solutions Inc. PICIS Anesthesia Manager system and PICIS Critical Care Manager systems, in both the Test and Production environments, within the VISN Veterans Affairs Medical Centers (VAMC) as needed on a per order basis. Please see the attached STATEMENT OF WORK for additional details. Responses to this inquiry is must meet or exceed all of the specifications in the SOW. Please provide a capabilities statement and exactly what you can provide in comparison to the SOW. Please include specs (if possible). The North American Classification System (NAICS) code for this acquisition is 541511 Custom Computer Programming Services, Business Size Standard $27.5 Million. Interested parties may express their interest by providing a capabilities statement NO LATER THAN day, Friday, August 25, 2017 at 4:30PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required equipment. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. When responding to this announcement, be sure to refer to Announcement VA242-17-N-1079. If after August 25, 2017, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with PICIS CLINICAL SOLUTIONS, INC. The Government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. PLEASE NOTE: All vendors/contractors who provide goods or services to the United States Federal Government must be registered in the System Award Management (SAM) located on the web at www.sam.gov. It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to this announcement must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at https://www.vip.vetbiz.gov/.
