Description
IRS Health Clinics 2017 The government does not intend to award a contract on the basis of this request for information. This is not a request for proposals, nor a guarantee for a future solicitation. This is an exploratory request for information purposes only. There is no IRS contract to present at this time. The IRS needs information to understand the feasibility of obtaining the information described below. The Federal Government has a responsibility to provide health programs to promote the physical and mental state of Federal employees. In 1946, the U.S Congress recognized the importance of the federal workforce with maintaining a healthy wellness and lifestyle federal work force with the passage of Public Law 79-658, Title 5, U.S. Code, and Section 7901. The Public Law 79-658 authorizes Federal agencies to establish health services programs. The purpose of this law is to improve the overall health fitness of employees in the Federal Government. This law authorizes agencies to establish within appropriations limits available, health programs to promote and maintain the physical and mental fitness of Federal employees. For these reasons, the Internal Revenue Service (IRS) Health Services Program was created to improve and maintain a health wellness and lifestyle for the IRS employees. Also, the Federal Government has a responsibility to protect the transfer, disclosure, and use of health care information. Under the Health Insurance Portability and Accountability Act of 1996 (HIPPA), protects employees from erroneous health care information disclosure. Due to the HIPPA Act, the IRS is concern with the privacy and protection of employees' data. The importance of having security programs in place to ensure health identity is protected is critical. As a result of the health programs implemented, the IRS future state improves with the recruitment and retention of employees. Because of these laws, IRS established Health Clinics to provide health services to employees. The health programs are also provided to IRS employees through Health Clinics located at workplaces throughout the United States, District of Columbia and Puerto Rico. Finally, the Health Services Program objective is to improve and promote sound physical and mental health within the IRS workforce by providing preventive and curative healthcare. Therefore, IRS employees may be restored to a sustainable manner. Information with industry as per Federal Acquisition Regulation Part 10. This RFI is prepared for planning purposes only and is issued with the intent of obtaining price, delivery, capabilities, or other market information, and is not being issued with the intent of awarding a contract. In accordance with FAR 52.215-3, the Government will not pay for any information/items submitted in response to this synopsis. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This RFI is issued for information gathering purposes only. Interested parties are highly encouraged to participate. It is the intent that input gathered during this RFI process will directly influence scope and requirements of a future technical solution. Failure to participate in the RFI will not impact an interested party's ability to participate in any future competitive process, should IRS opt to pursue one.
