- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W9127Q-17-T-0051 is being issued as a Request for Quotation (RFQ). This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95, effective January 19, 2017 and the Defense Federal Acquisition Regulations (DFARS) Publication Notice (DPN) 20161222 dated 22 December 2016. It is the contractors' responsibility to be familiar with applicable clauses and provisions. The North American Industrial Classification System (NAICS) Code is 334220 with a size standard of 1,250. This solicitation is unrestricted. This is a BRAND NAME OR EQUAL procurement. The manufacturer's name, model number and part number in this solicitation have been provided to describe equipment deemed minimally capable of satisfying the Government's requirement. Manufacturer's names, model numbers, and part numbers are provided only to assist potential offerors in understanding the Government's requirement. The Government is not soliciting or suggesting a particular name brand, and will consider offers for any brand that fulfills the Government's needs listed below as "salient characteristics". The manufacturer's name for parts numbers are listed in the synopsis/solicitation. The United States Property and Fiscal Office for Mississippi (USPFO for MS), Purchasing and Contracting Office, Flowood, MS request a quotation for the following item(s): REQUEST OPEN MARKET PRICING TO BE PROVIDED. Item 0001: Quad-Band Satellite Simulator, Qty 1 EA, Tampa Microwave Model LTT-03-W-198 (P/N 22940-199 or equivalent) with the following salient characteristics: Simulates C, X, Ku, and Ka bands simultaneously, permits earth station setup without actual satellites available, ruggedized, with weatherproof enclosures, less than 35 pounds for ease in transporting, field tested, simulates operation over 300 ft, and AC and DC power. Item 0002: Accessory for Item 0001; Mounting Pole Kit, 30# load (Tampa Microwave P/N 70602-01 or equivalent), Qty 1 EA. Item 0003: Accessory for Item 0001; Mounting Pole Bracket (Tampa Microwave P/N 70602-02 or equivalent), Qty 1 EA. Accessories proposed shall be compatible with the Satellite Simulator offered by the contractor under this RFQ. All responsible contractors may submit a quotation which shall be considered by USPFO for MS Contracting. The Contractor shall provide with its quotation complete descriptive literature explaining how the product quoted will meet the Government's needs, delivery timeframe, warranty information and FOB point. Quotations are requested FOB Destination. The contractor shall extend to the Government no less than any standard commercial warranty normally offered in a similar commercial sale. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule of the contract. Request FOB DESTINATION, delivered to: 155th ABCT S6, 2705 West Jackson Street, Tupelo, MS 38801-7025 BASIS OF AWARD: A purchase order will be awarded to the responsible offeror whose quote conforms to the solicitation and is considered to be the most advantageous to the Government according to FAR Part 12, Acquisition of Commercial Items, utilizing the Lowest-Price-Technically-Acceptable (LPTA) source selection process with technically acceptable and price being equal. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The following factors will be used to evaluate the proposals: (1) Technical Acceptability and (2) Price. Technical Acceptability shall be evaluated as acceptable or not acceptable. Price evaluation shall be based on the lowest reasonable evaluated price. Price will always be an important factor. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Only firm fixed price offers will be evaluated. Award will be made (all or none) to one contractor. Quotes are due no later than 10:00 A.M.
