- AMENDEMENT 00001 is issued to provide a revised Statement of Work, extend the Close Date and the following questions and answers. 1. On Page 5 of 31 2. The second bullet point item 2) states that "The contractor shall replace all well components with new material", however lower in the same bullet point item 4) it states, "The contractor shall rebuild and repack the stuffing box and sandblast and paint the discharge head." Sixth bullet point states that a new pump head is to be installed. If all of the pump components are to be new why would the stuffing box be rebuilt and the discharge sandblasted and painted? A) The stuffing box would need to be cast new. It would be very unlikely that a new one could be found. The existing box is in fair condition and just needs to be cleaned up. 2. On the same page item 2) states "inspect the motor mechanically and electrically". Item 4) states "Install new pump, shaft, and column pipe, couplings and motor". If the motor is to be replaced why does the existing motor need to be inspected mechanically and electrically? A) This is an error in clarity of the SOW language. We have two motors on site and they are rebuilt when they fail. The motor is not being replaced with a new motor but will be replaced with the "new" rebuild that we have on the shelf. The contractor does not provide a motor. 3. On Page 6 of 31 2. The sixth bullet point states "Contractor shall base their bids on complete replacement for all column pipe, all collets, new wear rings, a new shaft, and a new pump head". The collets in the existing pump are stainless steel and will not require replacement and earlier it states we are to quote a new bowl assembly not rebuilding the existing pump so we are confused as to what needs to be quoted. Also, it states new wear rings, again are we to quote a new pump or rebuilding of the existing pump. With regards to the statement of a new shaft, is this referring to a new impeller shaft should the pump be rebuilt or does it refer to all new lineshafts with stainless steel sleeves? The last item states and new pump head, are we to install a new discharge head but rebuild the existing packing box to put in the new discharge head, referring to our first question above? A) The contractor will provide a new complete pump. The contractor shall provide a new line shaft with options for carbon steel and stainless steel with stainless sleeves. Rebuild the stuffing box, sandblast and repaint discharge head 4. Is the existing column pipe epoxy coated inside and out? If failures occur every six years it may be beneficial to have the new pipe sandblasted and epoxy coated inside and out with an NSF approved epoxy coating to prevent the water from corroding the pipe at such a rapid rate. The same would apply to exterior of the pump to prevent corrosion. The column pipe currently in use was not epoxy coated. A) The new pump bowl,column pipe, and couplings shall be epoxy coated inside and out. 5. Another consideration would be to replace the existing carbon steel lineshafts with new 416 stainless steel lineshafts. They would prevent the need for replacing the lineshafts in the future. Since the existing lineshafts are carbon steel they cannot be checked for straightness due to the pitting that occurs to the carbon steel. The stainless steel lineshafts can be cleaned, check for straightness and have the stainless steel bearing sleeve removed and replaced with a new sleeve when the pump is pulled for service in the future. A) Carbon steel shafting is specified. We will amend the solicitation to request vendors submit their bids with options for C1045 carbon steel and 416 Stainless line shaft. 6. Page 5 of 31 has two different Goulds pumps listed, one is an 11CHC 9 stage and the other states it is 12CMC 9 stage. Which pump is in the well? A) The correct pump number is 11 CHC 9 stage COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation to announce the U.S. Department of Interior (DOI) United States Geological Survey (USGS) has the need for the acquisition to PULL, ANALYZE, AND REPLACE MECHANICAL PUMP, COLUMN PIPE, PUMP SHAFT, AND ASSOCIATED MECHANICAL PARTS AT WELL #1 at the Columbia Environmental Research Center located in Columbia, MO 65201. This solicitation can be found with its attachments at www.fbo.gov and www.fedconnect.net with Reference Number G17PS00870. This solicitation is issued as a Small Business Set-Aside. The applicable NAICS is 221310, Water Supply and Irrigation Systems. Size Standard is $27.5 Millions of Dollars. Site Visit will be held August 15th at 9:00 at Columbia Environmental Research Center, Columbia, MO 65201. Contact is Steve Culley.
