- Market Survey Language Sources Sought Notice (Market Survey) - Commercial Off-the-Shelf Technology to Address ANSol The U.S. Army, Army Contracting Command (ACC), New Jersey on behalf of the Office of the Project Director Joint Services (PD JS), located at Picatinny Arsenal, NJ is conducting a market survey to identify potential sources for the procurement of a recycle/reuse, treatment, and/or disposal technology to address an explosives-contaminated Ammonium Nitrate Solution (ANSol) byproduct from explosives production at a facility within the National Technology and Industrial Base (NTIB). 1.0 Objective/Background 1.1 Objective The objective of this initiative is to evaluate a technology to address, by reusing or recycling, treating, and/or disposing, the ANSol byproduct of explosives production in a cost-effective and timely manner. This ANSol byproduct contains nitramine explosives, along with their decomposition products, amine nitrates and water in variable concentrations. The Government seeks interested parties with current commercially mature technologies that can be implemented at the facility at full production scale within 5 years. 1.2 Background This production byproduct is currently sent off-site for disposal at a significant cost to the Government. The Government anticipates that a more cost-effective technology alternative, which can be implemented on-site, can be identified to address this material. The ANSol is an oxidizer whose chemical composition varies due to normal changes in production operations. The typical composition is approximately 65% ammonium nitrate, 20% amine nitrates, 12% water and 3% nitramine explosives and their decomposition products. However, the ammonium nitrate solids concentration can vary from 51 to 67%. ANSol crystalizes at ambient temperatures within this concentration range. ANSol's crystallization temperatures corresponding to this concentration range is approximately -8C to 20C, or 18F to 68F (reference the solubility curve for virgin ammonium nitrate in Shah, K. D.; Roberts, A. G., 1985: Properties of ammonium nitrate. Nitric acid and fertilizer nitrates: 171-196). 2.0 Requirements The potential technology alternative must meet the following requirements: • A commercial off-the-shelf (COTS) technology. The Government understands that any identified mature technologies may require additional testing and design to accommodate this specific byproduct due to its chemical composition and physical characteristics. • Full-scale implementation by the end of FY2022. • Capacity to address up to 10M pounds per year of ANSol. • System can be operated on electric power, or natural gas. • Technology must not cause emissions or discharges of hazardous materials above State or federal standards. Include a pollution abatement system, if applicable, to comply with all environmental regulations and permit limits. • Must be explosion proof, fireproof, and weatherproof (able to withstand rain; snow; sleet; hot and cold weather. Must be operational with a minimum uptime of 85%. • System must be OSHA compliant and meet all National Electric Codes Standards • System must meet requirements of AMC-R 385-100 Safety Regulations and 4145.26M, DOD Contractor's Safety Manual for Ammunition and Explosives. • Respondents ability to assess environmental impacts and to assist in obtaining (or potentially obtain) operating permits in a timely manner. 3. Vendor Questionnaire The purpose of this questionnaire is to obtain information from firms/companies within the NTIB to assist in the market research of an applicable technology for the safe and environmentally acceptable disposition for ANSol. Firms/companies are invited to indicate their interest and capability to satisfy the above requirements by identifying the following items: 1. Company Name 2. Company Address / Country Represented / Website 3. Company point of contact and phone number 4. Business Size (Small/Large & Number of Employees), the Commercial and Government Entity (CAGE) Code / Dun & Bradstreet (DUNS) Number. 5. Description of capability to perform the proposed synopsis, prepare and comply with various environmental documents and permits, and capacity to execute this project with other ongoing contracts. 7. Commerciality: (a.) Our product as described above, has been sold, leased or licensed to the general public (b.) Our product as described above, has been sold in substantial quantities, on a competitive basis, to multiple state and local governments.
