- National Institute of Standards and Technology (NIST), a Bureau within the Department of Commerce. NIST's mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life. The NIST Boulder Laboratories Campus is in Boulder, Colorado. Synopsis: NIST intends to issue a Request for Qualifications (RFQ) within seven (7) days of this pre-solicitation notice on ww.FBO.com for architectural and Engineering Services. The acquisition is for Architect-Engineer (A-E) Design Title I, II and III Services for NIST Boulder Laboratories Campus, Additional back-up deaerator tank for the boilers in Building 42, Central Utility Plant (CUP). A-E services consisting of planning, design, facility condition assessments, cost estimating, value engineering, construction phase services, preparation of engineering drawings and specifications, technical review, and other related services. The A- E Firm is advised that at least 50% of the level of contract effort must be performed in the Denver/Boulder/Fort Collins Metropolitan area. The acquisition will be set-aside for a women-owned small business concern. NIST intends to award a single firm-fixed-price contract to a single awardee based on the qualifications-based selection process. The requirement will be procured in accordance with The Brooks Act (Public Law 92-582), as implemented in the Federal Acquisition Regulation (FAR) Subpart 36.6 - Architect-Engineer Services.
