Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is VA262-17-R-1822 is issued as a request for quote. The North American Industry Classification (NAICS) Code for this acquisition is 722310, with a business size standard of $38.5 Million. Please identify your business size in your response based upon this standard. The Contractor shall adhere to all federal and state laws and regulations in effect during the term of this contract. The Government intends to award a firm-fixed-price contract. The Contract begins on the date of award. Due to time constraints, responses to the solicitation shall be due on Monday, August 28, 2017 @ 08:00 a. m. PST. Offerors are advised that it is your responsibility to review and monitor the website frequently to ensure you have the most up to date information, including amendments. The VA San Diego Healthcare Center seeks to issue a purchase order for this product/service. The Contractor shall furnish all materials/services at the Department of Veterans Affairs, San Diego Healthcare System, Request item listed below: ----------------------- --------------------- ------------------------------- ITEM NO. DESCRIPTION QUANTITY UNIT ESTIMATED OR STOCK NO. UNIT COST ----------------------------------------------------------------------------- Catering lunch services for the 2017 National Summer Sports Clinic See SOW The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide the items listed below; that at a minimum meets the following salient characteristics with a brand name product only for the VA San Diego Healthcare System: The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/ services that fulfill the required specifications. STATEMENT OF WORK Catering National Veterans Summer Sports Clinic 1. GENERAL OBJECTIVES AND REQUIREMENTS 1.1 General: This proposal is intended to procure catered buffet style lunch at the Cycling and Surfing Venues for the 2017 National Veterans Summer Sports Clinic and should include vegetarian options each day with different drink options as well. All Offerors shall provide a sample menu, in support of the event scheduled dates, (09/18/2017 09/22/2017), with their offer. 1.2 Description of Services/Scope of Work: Contractor shall provide all necessary labor, transportation, equipment, materials, and other items and non-personal services required to provide the catering described in the Statement of Work for the National Veterans Summer Sports Clinic. 1.3 Physical Security: The Contractor shall be responsible for safeguarding all government equipment, information, and property provided to the Contractor personnel while performing the services described herein. 1.4 Period of Performance: The period of performance shall be from September 18 - 22, 2017 1.5 Type of Contract: The government will award a Firm-Fixed Price (FFP) contract. 1.6 Designated Point of Contact: The Designated Point of Contact will provide unlimited communication with the Contractor in response to the catering. The Designated Point of Contact shall not provide any formal direction and/or guidance to the Contractor. The Designated Point of Contact will be on the premises where the services will be provided. 1.7 Contract Administration: The Contracting Officer is the only person authorized to approve changes or modify any of the requirements under this contract. The Contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. Only the Contracting Officer is authorized to make commitments and/or issue changes that will affect price, quantity or quality of performance of the contract. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. All changes to the contract will be issued via an amendment and/or modifications in writing from the Contracting Officer to the Contractor. 1.8 Invoices: All invoice information will be provided upon award. 1.9 Work Stoppage/Delays: The Contracting Officer shall be notified at the earliest time available, but, no later than the next business day, via phone of the Contractor s knowledge of any conditions which may adversely affect the Contractor s ability to perform under the terms and conditions as stated in the specifications of this requirement. For example, vehicular problems, licenses, or anything that might jeopardize the terms and conditions of the contract should be reported to the Contracting Officer immediately. 2. TASK SPECIFICATIONS 2.1 Description of Work: The Cycling Venue will be catered for no less than 80 people per day (80 people x 5 days = 400 meals) and the Surfing Venue will be catered for no less than 95 people per day (95 people x 5 days = 475 meals) for the 2017 National Veterans Summer Sports Clinic. Meal times at both locations will be 11am - 12pm and will consist of healthy menu items. Vendor to set-up lunch at both venue locations and provide all disposable utensils, cups, ice, dispensers, condiments, enough tables for the food to be served on, linens, set-up and clean up. Colors for linens are white base with patriotic colors (red/white/blue). Chairs, tents, and 24-hour security at both venue locations will be provided by the National Veterans Summer Sports Clinic. Venue locations are listed below. Venue/Service Locations: Surfing Venue La Jolla Shores/Kellogg Park 8200 Camino Del Oro San Diego, CA 92037 Cycling Venue Coronado Tidelands Park 2000 Mullinex Drive Coronado, CA 92118 2.2 Service Requirements: The Contractor shall be responsible for providing the personnel for all components of the catering procurement process for the National Veterans Summer Sports Clinic. 2.3 General Services Information: 2.3.1 The National Veterans Summer Sports Clinic Hours of Operation: Regular hours: Monday Friday, 07:30 a. m. to 4:00 p. m. After Hours: Not deemed necessary at this time. If needed, this must be coordinated with the Designated Point of Contact Analisa Enoch, and notify the Contracting Officer. 3. DELIVERABLES Contractor shall provide catering at both venue locations listed above starting on Monday, September 18 through Friday, September 22, 2017. Food should not be cooked at venue sites but prepared beforehand and delivered ready to eat. 4. GOVERNMENT FURNISHED EQUIPMENT AND SERVICES - N/A
