Description
INTENT TO SOLE SOURCE Bloomberg LP, SS-OFR-17-073 The Bureau of the Fiscal Service (FS), on behalf of the Office of Financial Research (OFR) intends to make award to Bloomberg Finance L.P. - 731 Lexington Ave. - New York, NY 10022 - 1331. on a sole source basis under FAR Authority 13.106-1(b)(1) for Bloomberg Data Licenses. Currently, Bloomberg data is used from the Professional Service Terminal the OFR has in house via a separate contract, however, using the terminal requires ongoing analyst support to refresh the data within the Financial Stress Index (FSI). OFR requires the ability to automate this initiative via a data license. This data license content will need to consist of data available as predefined data sets through a Bulk automated service and as custom data sets defined by OFR analysts through a Per Security format (data requested for an analyst selected set of securities). The Per Security option should deliver data immediately in either an ad hoc mode via a feed or be set to run at a later date in a scheduled mode. Data Content sets should be divided into Reference data and Regulatory data. Reference data should include historical pricing at the highest level of granularity possible. The Office of Financial Research (OFR) requires both machine readable and analyst selected datasets comprised of securities selected across the entire market spectrum with a wide range of regulatory and reference data fields. All data within the license whether selected or scheduled machine readable feeds should have audited data provenance updates to facilitate the identification of false positive or negative data inflection points and trends; similar to the mortgage induced financial crisis of 2007 and 2008. The data provenance required should refer to the accuracy and verification not only of an individual security or exchange price but also the chain of end to end calculations which resulted in the given historical time series that comprise a custom index such as the OFR Financial Stress Index (FSI). Bloomberg Data license is the only provider that can supply the required information as provided above. NO SOLICITATION IS AVAILABLE. This synopsis is for information purposes only. A request for more information will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. FS will consider written responses received no later than 10:00 am ET 31 August, 2017. Responses must be submitted electronically to purchasing@fiscal.treasury.gov Attn: D.Holbert / B.Burnworth. Responses must include sufficient evidence that clearly shows the vendor possesses the capability to meet all provisions of the Bloomberg Licenses that cover the same audience and content. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, FS shall make award on a sole source basis to Bloomberg financial LP. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. A narrative description of how your Data license meets all of the characteristics of the Bloomberg Data Licenses. 3. DUNS Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
