- The Mission and Installation Contracting Command (MICC), Dugway Proving Ground (DPG) Installation Contracting Office (ICO) is seeking sources that can provide continued maintenance for the DPG Chemical Cloud Tracking System (CCTS).. DPG is the nation's Major Range and Test Facility Base (MRTFB) for Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) defense programs. Any interested party would be required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials and supervision required to provide Base Operations and Maintenance Services/Supplies to Dugway Proving Ground to support the Army Missions. This "potential" requirement is intended to be sole source and negotiated on a sole source basis with: Mesh, Inc., 114 Barnsley Road, Oxford, PA 19363. The potential sole source is Pursuant to 10 U.S.C. 2304 ( c ) (1) and Federal Acquisition Regulation 6.302-1, supplies, services and/or equipment are available from one responsible source and no other type of supplies, services and/or equipment will satisfy agency requirements. The CCTS is a system that uses an array of Fourier-transform infrared (FTIR) spectrometers to detect, track, quantify and map simulant clouds to referee testing. The operation may take place at the contractor's choice of location, however, the systems, after modification, must be delivered to the Test Technology Division of West Desert Test Center (WDTC). Because the system may be needed for testing during the time period of modification, the contractor must coordinate with WDTC to determine the best windows of opportunity to complete the desired modifications. This requirement is for a non-personal services contract to provide maintenance service for the West Desert Test Center's (WDTC) CCTS units through a service contract. Under the proposed service contract the vendor will provide required upgrades and annual preventative maintenance for eight CCTS units. The proposed service contract includes, but is not limited to labor, parts, general and administrative, return shipping, consumable material involved in repair, etc. The following are the objectives for this requirement: a) Provide support for WDTC's CCTS to include modifications to the hardware and software of the system that improve the functionality of the system while maintaining the current functionality as well as providing training on the system; Obtain services that provide effective stewardship of Installation resources; b) Obtain services that provide world-class maintenance and repair services while performing the contract; and c) Obtain services that provide effective and efficient maintenance and repair at a fair and reasonable cost to the Government. Services include maintaining sensors composed of three parts: • Sensor head, which includes the spectrometer, calibration unit, electronics and enclosure. • Pan and tilt (P&T) adjusts the spectrometer to scan the area on the range where the chemical cloud is being released. • Communication/Power Kit (CPK) supplies the power to the P&T and the sensor head and provides interface to the communication network on the range. CCTS Preventive Maintenance (PM): The CCTS Service Contract shall cover all CCTS Sensor components of the sensor head, P&T, and CPK. Under the CCTS service contract. The vendor will perform annual PM and repair any parts that break under normal wear. Repairs and maintenance will be performed at Dugway or Vendor facility. Vendor will work with Dugway personnel to direct maintenance activities to maximize scheduling efficiency. Shipping costs of equipment to Vendor will be paid by Dugway. Vendor will pay to return shipping Annual preventative maintenance includes the following: 1. Blackbody repair and Thermoelectric (TE) replacement; 2. Electronics stack repair (batteries in embedded CPU as needed, etc.); 3. Pan and Tilt (P&T) motor rebuild, lubrication, pass-through wiring replacement and calibration service; 4. Power supply maintenance; 5. Cable repair and maintenance; 6. Fourier Transform Infrared (FTIR) spectrometer optical alignment and tune-up; 7. FTIR spectrometer laser power supply replacement; 8. FTIR spectrometer white light replacement. 9. FTIR cooler replacement as needed. Required CCTS Upgrades: Due to the age and associated obsolescence issues with the processing electronics internal to the CCTS sensor heads, the sustainment of the CCTS hardware for the period FY18-22 will require some level of hardware upgrade. The cost to upgrade through sustainment and the associated sustainment is shown in this document. For every two CCTS units that are decommissioned and upgraded. Vendor will agree to support the remaining existing hardware for another year. This is possible because upgrading and setting aside the parts from two units will allow for spare parts to be cannibalized from the older hardware in support of the existing units. An upgraded unit would consist of moving the following components over to a brand new enclosure/electronics package that would then be supportable: • CCTS Software License • QPT50 pan and tilt • Dual GPS • Core spectrometer • CPK • Tripod The components carried over after the completion of the upgrade would benefit from the first year's warranty and then be accepted into the sustainment program as new. Additional hardware replacement, hardware and software upgrades, and engineer field test support may be provided on a requirements basis subject to the availability of funding and approval by the Contracting Officer. Full performance Period of Performance, including Phase-In shall be 1 October, 2017 to 30 September, 2022 (with potential for extra 6 months PEF FAR 52.217-8). Note 1 - Interested offerors must be capable and demonstrate a capacity to complete a phase in process beginning 1 Oct, 2017 and be at full contract performance 30 days from time of award. Note 2 - Any performance resulting from a potential solicitation/award RE this announcement shall not result in any follow on contract. Any follow on or future contract shall be considered a separate requirement. Note 3 - Actual Magnitude of this requirement is estimated to be $1,650,000. A determination on the contract type, mechanism for procuring the services, and possible set-aside will not be made by the Government until after the market research has been completed. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 541690, Other scientific and technical consulting services; the size standard is $1,500,000.00. Qualified companies are encouraged to respond. Responses should provide the following information in response to this sources sought announcement: 1. Business name and address; 2. Name of company representative and their business title; 3. Pertinent details and experience of doing this type of service. 4. Business size as it relates to the NAICS code and size standard stated in this announcement. 5. Contract types typically used for these types of services (e.g. firm-fixed price, cost reimbursable, indefinite- delivery indefinite-quantity, etc.); and 6. Other contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) Federal Supply Schedules; and/or any other Department of Defense contracts. All potential offerors must be registered in the System for Award Management (SAM), effective September 20, 2017 to receive government contracts. MICC-Dugway's financial system has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM is utilized by MICC-DPG to process payment to any organization. PROCEDURES: This Request for Information (RFI) is a required component of a complete and systematic process to evaluate interested parties in order to minimize cost both to potentially interested parties and the Government. Interested sources are also encouraged to submit product literature in response to this Request for Information (RFI). Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposal. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length) to: U.S. Army Contracting Agency/Dugway, CCMI-CHD-DP, Attn: Paul E.
