Exhibit E Exhibit D Exhibit C Exhibit B Exhibit A Attachment 0010 Attachment 0009 Attachment 0008 Attachment 0007 Attachment 0006 Attachment 0005 Attachment 0004 Attachment 0003 Attachment 0002 Attachment 0001 Solicitation The contractor shall furnish all labor, facilities, parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the overhaul of the following assets: NOMENCLATURE: Connecting Link, Rig INPUT NSN: P/N: 3040-01-352-1531 7-311411155-11 OUTPUT NSN: P/N: 3040-01-352-1531 7-311411155-11 ESTIMATED QUANTITY RANGE: Minimum 100 each - Maximum 1,272 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 227 each) The proposed contractual action will be a Five (5) year, Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum / maximum quantities listed above. These items are non-commercial; FAR Part 12 will not be utilized. Required delivery shall be FOB Origin. Depot Maintenance Work Requirement (DMWR) 1-1615-312, Date: 7/9/2010, is currently available for the Overhaul/Repair requirement; however, the Connecting Link, Rig is a Critical Safety Item. Pursuant to the provisions of Public Law No. 108-136, National Defense Authorization Act Fiscal Year 2004, Section 802, Quality Control in Procurement of Aviation Critical Safety Items and Related Services, as implemented for acquisition by Department of Defense Acquisition Regulation Supplement (DFARS 209-270), contracts for modification, repair, or overhaul of CSI can only be awarded to a source approved by the head of the design control activity. Currently the only known approved sources for the overhaul/repair data for the Housing Assembly, Pitch are The Boeing Company (CAGE code 8V613), PCX Aerostructures (CAGE code 82001), Western Methods Machinery Corporation (CAGE Code: 5H108), and Triumph Fabrication, (CAGE Code: 0TLW4). Contractors are encouraged to seek Source Approval Requests (SAR) in order to become an approved source by submitting documentation in accordance with the Competition Advocate's Shopping List procedures. These procedures are outlined at the following website:http://amcomdmz.redstone.army.mil/casl_cmo/casl_cmo_home. No telephone requests for the solicitation will be accepted. Requests for the solicitation shall be by mail. You may mail your request to Monty Teasley, CCAM-ALM, Building 5303, 2nd Floor, Redstone Arsenal, AL 35898- 5000. Email requests should be sent to monty.d.teasley.civ@mail.mil. Proposals can be hand-carried, mailed via the US Postal Service, or delivered by a commercial delivery service. No FAX or email responses shall be accepted for the initial proposal. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above. -- Modification 1-- This notice has been modified to post the official solicitation, with attachments. Note: For security reasons, attachments 0011 - 0063 (The DMWR, MEOs, and AEDs) cannot be posted with the solicitation. They must be requested via the following procedures: 1. Potential M&O vendors should visit the AMCOM Competition Management Office (CMO) website at http://amcomdmz.redstone.army.mil/casl_cmo/casl_cmo_home. a. Go to SAMSAR tab (on left side) b. Go to AMCOM Maintenance and Overhaul (M&O) SAR under AVIATION SAR (middle of the page) c. M & O SAR Preparation and Submittal Guide. 2. In accordance with the M & O SAR Preparation and Submittal Guide, paragraph 3.O, Obtaining Government Technical Data, DMWRs can be obtained by contacting Ms. Juanella Wright at the AMCOM Publications Office via E-mail: juanella.wright.civ@mail.mil or telephone: 256-876-5472. The AMCOM Publications Office recommends that the requesting company fill out the Military Critical Technical Data Agreement (DD Form 2345) before requesting technical data. A copy of DD Form 2345 can be found at the website: http://www.dlis.dla.mil/JCP/forms/DD2345Form.pdf MEOs and AEDs can be obtained by contacting the Aviation Engineering Directorate (AED), Maintenance Engineering Division's MEO Library via E-mail: usarmy.redstone.rdecom-amrdec.list.rdmr-aem-library@mail.mil and requesting any required MEOs/AEDs for the applicable DMWR. The SAR number must be identified in the request. Without the SAR number, AED will not release the MEOs.
