- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Denver VAMC will be relocating to The Rocky Mountain Regional VA Medical Center, in (Aurora), Colorado and The Network Contracting Office (NCO) 19 are performing market research to determine if there is sufficient number of qualified for a Firm Fixed Price contract. Social economic precedence are as follows: (1) Service Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; or (3) Small Business to set aside. The Government will use responses to this notice to make the appropriate acquisition decision. The contemplated solicitation will be issued in accordance with FAR Parts 13.106. The contractor shall provide all equipment, reagents, standards, controls, supplies, and any other items required for the proper operation of the contractor owned analyzers and peripherals necessary for flow cytometry testing of blood and other bodily fluids. GENERAL REQUIREMENTS: The clinical laboratory flow cytometry analyzers must have at a minimum of 8 color Flow Cytometry analyzer and capable of producing accurate and reproducible test assay results on biological specimens by established in-vitro diagnostic methods and performs up to the manufacturer's defined maximum capacity without excessive malfunctions, breakdowns, or service calls. The contractor shall provide all supplies starting from validation and services as described herein to the RMR VAMC. All equipment provided shall be multicolor new and state-of-the-art analyzer with loader and sample prep analyzer to include software and middleware; remanufactured, refurbished, or discontinued models will not be accepted. The contractor shall provide all upgrades to the equipment hardware and operating system software, at no additional cost to the Government. These enhancements shall be delivered and installed at RMR VAMC within 60 days of issuance to the commercial market. All equipment shall be in current production as of the date this offer is submitted. Current production shall mean that the Flow Cytometry analyzer model is being manufactured as new equipment. Discontinued models that are only being made available as remanufactured equipment are unacceptable. Contractor offered equipment shall perform satisfactorily at temperatures between 50 and 90 degrees Fahrenheit and relative humidity between 10 and 85 percent. Contractor s offered flow cytometry analyzer system shall conform to the RMR VAMC existing space. Contractor shall provide a colored printer for the analyzer and provide replacement printer as needed. Contractor will provide samples required and assist during validation of instrument and perform necessary requirements for validation before analyzer will be useful for patient testing. The total contract period shall be one base year and four (4) inclusive option year periods not to exceed five (5) years. The total contract amount, including all options years, shall not exceed $450,000.00. This contemplated solicitation will be evaluated based on best value (comparative analysis) in terms of Technical Capabilities, Past Performance and Price in accordance with FAR 13.106. All interested contractors who can meet the requirements stated above should respond, in writing, with information describing their interest, capabilities statements and indicate which small business category for which they qualify to the Contracting Officer shown above no later than 5:00 p.m. (Mountain Time), September 5, 2017. Solicitation VA259-17-N-0960 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. NAICS Code 334516 is applicable to this acquisition, and the business size standard for a contractor is 1000 employees. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System Award Management System (SAM) database prior to award of a contract.
